- That this General Synod ask the Primate's World Relief and Development Fund (PWRDF) to request the Government of Canada to use its good offices to urge the Mexican Government to pursue peace talks with the Zapatista National Liberation Army (EZLN) so that equitable and peaceful solutions to the conflict in the State of Chiapas may be achieved. And further that the pre-conditions for such talks include the withdrawal of military personnel, the dismantling of paramilitary forces, and the release of political prisoners. Further, in order to bring an end to the human rights violations perpetrated against indigenous communities throughout Mexico, the Government of Mexico recognize the complete constitutional rights of these peoples in accordance with ILO Convention 169, ratified by Mexico in 1990 and reflected in the San Andreas Accords signed by the EZLN and the Mexican government.
