- That this General Synod fully support the First Nations Peoples of Canada who are protesting cutbacks and restrictions to the E-12 Policy (Post Secondary Student Assistance Program) and join them in demanding that the Federal Government:
- i) declare that education, including post-secondary education, is a treaty and First Nations' right;
- ii) grant a one-year moratorium on changes to the E-12 Policy, effective immediately;
- iii) set up a bilateral process between First Nations' peoples and the Government which will enable effective policy changes to be established that will alleviate the concerns of First Nations' peoples;
- iv) recognize and consult with a Nation Native Students Association on future education policy affecting native peoples; and
- v) ensure that no cap will be placed on the funds available under this program. CARRIED WITHOUT DEBATE Act 159
