Archbishop Scott reviewed the 'authority' of the Resolutions.

Resolutions Arising from Section I - presented by Bishop Garnsworthy

1. Today's World - To be referred to the National Executive Council, Public Social Responsibility Unit, House of Bishops, the PWRDF and the Federal and Provincial Governments. (A precis to accompany the presentations to the Governments.)

2. A Response - To be referred to the National Executive Council, House of Bishops, Public Social Responsibility Unit, PWRDF, and the Federal and Provincial Governments. (A precis to accompany the presentations to the Governments).

3. Human Rights - To be referred to the Public Social Responsibility Unit, Canadian Churchman and Federal and Provincial Governments. (A precis to accompany the presentations to the Governments).

NOTE: Resolutions to Governments to be in both French and English.

4. Economic Development and Minority Cultural Groups - No further action.

5. War and Violence - To be referred to the World Council of Churches, Canadian Council of Churches, Canadian Churchman, National Executive Council and Public Social Responsibility Unit, and Governments.

6. Prayer - For possible inclusion in a pastoral letter.

7. Holy Spirit and the Church - To be referred to the Canadian Churchman.

10. Human Relationships and Sexuality - To be referred to the National Executive Council, the House of Bishops, the Doctrine and Worship Committee for its Sub-Committee on Marriage and Related Matters.

It was suggested that a prayer be composed to accompany Resolution No.6.

8. The Church's Ministry of Healing - To be referred to the Doctrine and Worship Committee.

11. Issues Concerning the Whole Anglican Communion - To be referred to the General Secretary, the National Executive Council and Provincial Synods.

18. Public Ministry of the Bishops - To be referred to the Task Force on Training of Bishops, Canadian Churchman and the Public Social Responsibility Unit.

19. Training for Bishops - To be referred to the Task Force on Training of Bishops, the Canadian Churchman, Public Social Responsibility Unit and the National Executive Council.

20. Women in the Diaconate - To be referred to the National Executive Council, Committee on Ministry and the House of Bishops.

21. Women in the Priesthood - To be referred to the Canadian Churchman to be printed along with Bishop Bowles' Paper, (after editing). A request was made for agenda time for this resolution.

22. Women in the Episcopate - To be referred to the Committee on Ministry.

23. Liturgical Information - to be referred to the committee on Doctrine and Worship.

24. A Common Lectionary - To be referred to the Committee on Doctrine and Worship

36. Cultural Identity - To be referred to the Task Force on World Mission and to departmental staff concerned with world mission.

37. Other Faiths: Gospel and Dialogue - To be referred to the Task Force on World Mission and departmental staff as appropriate.

9. Stewardship - To be referred to Diocesan Executives and Section #2 to the House of Bishops.

12. Anglican Conferences, Councils and Meetings - No action required.

15. Partners-in-Mission - To be referred to the National Executive Council, to Dioceses and the Program Committee.

16. Sharing Resources - To be referred to the National Executive Council, the Program Committee and Dioceses.

17. New Dioceses - To be referred to Provincial Synods.

Text of motion

"That this House pose to the Archbishop of Canterbury the question 'does Resolution #17 have the authority of Lambeth?'; also 'that this House convey to the Archbishop of Canterbury and to the Anglican Consultative Council its concern about the content of Resolution #17." CARRIED

25. An Anglican Doctrinal Commission - Already designated.

It was suggested that the persons appointed be required to keep in contact with the House of Bishops in their area and with the Doctrine and Worship Committee.

26. An Association of French-Speaking Dioceses - To be referred to the National Executive Council. and the Program Committee.

27. Service in the World-Wide Church - To be referred to the House of Bishops, Program Committee, Pension Committee and appropriate national staff.

28. Ecumenical Relationship - To be referred to the Interchurch Relations Committee

29. The World Council of Churches - To be referred to the National Executive Council.

[Text of Lambeth Conference Resolution 17]

Resolution 17: New Dioceses

The Conference urges that, when a new diocese is created,

1. adequate financial support should be underwritten by the member Churches concerned, and/or by the Partners in Mission of the new diocese, to insure against unforeseen financial difficulties;

2. adequate provision should be made for the stipend of the bishop, preferably through the creation of an episcopal endowment fund;

3. when, owing to unforeseen circumstances, a new diocese is faced with financial problems and deficits, it should be aided financially by the member Church concerned and/or by the Partners in Mission of the new diocese;

4. these matters be referred for the consideration of the Anglican Consultative Council at its earliest convenience.
