- The "National Affairs Liaison Officer" would be a member of the national staff, appointed by the Primate and responsible to him through either the Executive Director of Program or the General Secretary.

- That the National Executive Council authorizes the appointment by the Primate of a National Affairs Liaison Officer as early as possible in 1988, and request the Administration and Finance Committee to provide the necessary funding. A careful evaluation of this work is to be undertaken not later than three years after its establishment.
