- "The diocese of Montreal has embarked on a project which will help lay people develop their own ministry. Project Laos began in January [1993] with two main thrusts: a resource centre and an institute for the laity. The Lay Ministry Resource Centre provides information about educational resources and training opportunities for lay people. The Institute for Lay Ministry sets up and evaluates learning events. Canon William Derby, diocesan ecumenical officer and chaplain at Montreal Diocesan Theological College, creator of Project Laos, says it will identify, develop and extend gifts for ministry which laity possess".
