- That Section 2 of the present Rule of Order No. 21 be repealed, and the following be enacted:
- "(2) Except with the consent of the House, the mover of a motion may not speak more than ten minutes, and the seconder five minutes; and each speaker thereafter five minutes. The mover may speak five minutes in closing the debate." (See pp. 22, 92). RESOLVED Message L-4.
