Whereas changes in sociological and economic conditions and movement of population in many parts of Canada demand continuous evaluation of all aspects of the Church's Programs, and
Whereas no part of the program is more vitally affected by these factors than those ministries of the Church within Canada in the fields of pastoral and social action, which receive financial support from the National Budget, and
Whereas evaluation requires the establishment and acceptance of realistic standards by which the worth of different projects may be measured and priorities between them set, and
Whereas the Program Committee of General Synod has begun to face this problem by producing a set of standards for application to its work, which standards were approved by the National Executive Council:
BE IT RESOLVED
(a) That the National Executive Council be instructed to give high priority to development and application of standards on the basis of which work done by the Church may be evaluated, and priorities governing it may be set.
(b) That the standards be applied as rapidly as circumstances permit, care being taken that changes in established practices be made without causing undue dislocation of operating programs.
[c](d) That the closest collaboration be maintained with all the dioceses in the implementation of this resolution so that, to the greatest possible extent, all the work of the Church may be developed and evaluated by the same standards, both in self-supporting and assisted dioceses.
[d](e) That it be made clear to all our people that the National Executive Council, acting under the direction of this Synod, will retain oversight and control over the implementation of this resolution, and will not abrogate its authority in this field to its committees or any other bodies.
