- This [Metropolitans and Chancellors Meeting] was held in Winnipeg in December 1989. Archbishop Bothwell dealt with the substance of the meeting which concerned the licensing and discipline of clergy. Copies of a letter from Chancellor David Wright to the Primate were distributed. Chancellor Wright recommends that the terms of the license for diocesan clergy would include agreement by the bishop, the licensee and the parish.
- During the ensuing discussion it was recognized that safeguards would be necessary to ensure that the Canon is not seen as tyrannical, but supportive to bishops, priests and parishes. It was recognized that there are inconsistencies in diocesan, provincial and General Synod Canons which lead to serious problems.

- That this House request Chancellor Burrows of Edmonton to propose a 'model' Canon in the light of the letter of Chancellor Wright to the Primate relating to the licensing and discipline of clergy and bishops. This 'model' Canon should be available for discussion at the February 1991 meeting of this House. CARRIED
