"The terms of reference given to the Commission refer to 'the need for an urgent examination of the organisation and administration of the Ministry of the Church in the light of the probable man-power crisis'. While there is at the present time a definite shortage of clergy to staff parishes, the problem is much more complex than that of finding a certain number of clergy to minister to a certain number of people. When a survey is made of the dioceses and parishes of the Church of Ireland, ranging from the small and scattered communities of the south and west to the large concentrations of population in the north-east, it is evident that the main issue is the deployment and use of clerical manpower in a situation which is changing rapidly. Changing circumstances demand a change of approach. Reassessment and reconsideration of the traditional pattern of parochial ministry are needed". -- Intro.
