"The purpose of the Bulletin is to present to its readers various, and sometimes differing, view-points on social subjects. Its object is, therefore, information and not propaganda. The Editorial Board does not necessarily endorse all, or any, of the opinions expressed in its publications". -- p. 2.
"The problem of the Moving Picture Theatre is of such importance, that it is imperative that the best and latest evidence on the subject should be laid before all those interested in the matter. With this end in view, it has been decided to reprint, with additions, the second number of this series, published originally in July, 1917, the demand for which was so great that the stock was almost immediately exhausted. Certain important additions and corrections have been made which will serve to bring the present Bulletin up-to-date" (p. 2). "Recommendations. (a) Co-operation in a province-wide effort on this matter to the end of (b) Obtaining the widest possible publicity and interest on this question, with the aim of obtaining an aroused public opinion which would be strong enough to (c) Secure public attention in their recommendation of good pictures, (d) Force a certain agreed standard of qualification and administration on the part of the censorship and the Board of Appeal" (p. 19).
