- The Suffragan Bishop of Toronto raised a question concerning the form to be signed by former Roman Catholics desiring to be admitted to the Anglican Communion. The House of Bishops in 1959 had passed two resolutions concerning a Service of Reception and a Form of Renunciation of Allegiance. The two forms had been prepared and have been used in some dioceses while other forms have been in use in other dioceses while other forms have been in use in other dioceses. It is felt that in the present climate the form of Renunciation is not altogether satisfactory. A lengthy discussion followed on the variety of customs with respect to Confirmation and theological aspects of the rite.

- "That the Primate be asked to appoint a small committee to review the Service Folder (1959) and the Form required to be signed by persons formerly of other communions who desire to be admitted members of the Anglican Communion, and to report to the next meeting of this House."

- The Primate subsequently appointed the following Committee: The Bishop of Saskatoon (Convenor) the Bishop of Athabasca and the Bishop of Edmonton.
