- The Bishop of Ontario for the third year in succession presented a draft for a proposed Canon on Bishops -- the first part of the Canon having been approved in 1965 and 1966.
- The House gave consideration to Clause VI.
- A series of amendments were passed after which the purpose and anticipated use of the material under consideration came under question.
- It was moved by the Bishop of Ontario, seconded by the Bishop of New Westminster:
- "That the draft of the Canon on Bishops be sent forward to the Commission on Canon Law to be distributed to the Dioceses as a 'Work Paper'."
- After lengthy discussion
- Text of motion
- "That the title of the paper before the House be changed to "Guidelines for the Use of Bishops" to describe more accurately the use for which it is immediately intended."
- On the Chairman's suggestion the Bishop of Ontario agreed that the Bishop of Montreal's motion should be given precedence. The Bishop of Montreal's motion was then put to House and carried.

- It was then moved by the Bishop of Ottawa, seconded by the Bishop of Kootenay and carried:
- "That we defer consideration of the Bishop of Ontario's motion until study of the Canon is completed."
