- "That this House of Bishops, having considered the new proposals for Christian Initiation, and the appended Forms of Service, commends the Doctrine and Worship Committee for its work, and respectfully submits to General Synod the following suggestions and request:
- "That part 3 of the resolutions on page ii-10 of the Convening Circular is an acceptable and appropriate proposal, the approval of which we would welcome;
- "That parts (1) and (2) of the same resolution authorizing trial use of the new alternative forms of Baptism and Confirmation would cause undue confusion and diversity of practice across Canada at a time when most of the rank and file of the Church has not fully understood the need for or purpose of a new Initiation Rite;
- "This House of Bishops therefore requests General Synod to refer the new proposals and appended services to all the Dioceses across the country for study without experiment until General Synod 1975;
- "And further, that a national study guide on Initiation be prepared by the Doctrine and Worship Committee (with approval by National Executive Council) to facilitate 'grassroots study' of the new proposals and their implications for every aspect of Church life, especially Christian Education."
- Following considerable discussion, it was evident that there was no concensus and the Motion was withdrawn.

- "This House of Bishops reaffirms the stand taken at General synod Niagara Falls; in approving unification of the initiatory rites of the Church." CARRIED
