- Archdeacon Jim Boyles outlined the agenda. He noted that, as there were sensitive issues for discussion, an In Camera session would be held with General Synod's legal advisors, Mr. Bruce Leonard and Mr. John Page, and General Synod's Consultant, Mr. Michael Butler.
- The Primate advised the House regarding the decision of the Metropolitans that an In Camera session would include:
- - Anglican bishops/archbishops
- - Lutheran bishops
- - House of Bishops' staff (G. Light and P. Henshaw)
- - General Synod staff at the "Director" level
- The Primate emphasized that an In Camera session imposes certain disciplines upon participants - i.e. content must not be discussed outside the meeting.

- "That the House of Bishops enter into an In Camera Session to include in addition to the above, General Synod's legal counsel, Mr. Bruce Leonard and Mr. John Page, and General Synod's Consultant, Mr. Michael Butler." CARRIED Res. #HB 04-10-03
