- In reply to the General Secretary's inquiry for suggestions from the Departments regarding the proposed biennial meetings, the following statements were received:
- - i. M.S.C.C. - Resolution from Executive Committee on November 9, 1965:
- -- "That, subject to the decision of the National Executive Council, a meeting of the Board of Management be held in 1966 for two days at a time to be decided, the Board to be composed of those representatives whom Dioceses send as allowed in the Canon, and such others as the Canon prescribes: that the quorum be declared to be those present; that the business of an annual meeting be conducted; that the remaining time be given over to a consultation on such matters as the staff think advantageous to the work of the Department;
- -- Further, that the function and purpose of the Board of Management be studied at the forthcoming consultation of the Policy Committee and reported to this Executive."
- - ii. C.S.S. - Resolution from Executive Committee on November 10, 1965:
- -- "That the Council for Social Service Executive draw to the attention of the National Executive Council the financial bind created by the Canonical amendments adopted by General Synod in relation to the 1966 meeting of the Council in that no provision has been made for the payment of travel and accommodation expenses of members, other than through the limited funds provided by Dioceses."
- - iii. G.B.R.E. - Canon Somerville reported that his Executive had discussed the matter and was aware of the financial difficulties entailed. They had also talked of the possibility of holding Provincial Consultations.
- Chancellor Soward stated that, in his opinion, it was canonically requisite that such biennial meetings be held.
- It was agreed:
- That 1966 is a particularly difficult year to arrange meetings, because we are in a state of transition.
- That it is still a diocesan responsibility to pay for representatives to attend the Departmental Biennials.
- That it would have advantages, and would not be too much more expensive, to hold the meetings in Fredericton in conjunction with the House of Bishops and N.E.C.
- While mindful of the opinion expressed at the February meeting, on further consideration entailing a lengthy debate, it was moved [and seconded], and RESOLVED:

- That, in principle, the National Executive Council sets the last ten days of August 1966 as the period within which, in Fredericton, it shall have a meeting, and the three principle Boards (MSCC, GBRE, CSS) shall also meet; leaving the implementation to a small committee to be named by the Primate. CARRIED

- The Primate named the following committee: The General Secretary of General Synod, the Archbishop of Fredericton, Canon A.H. Davis, Canon T.D. Somerville, Canon M.P. Wilkinson and Mr. J.W. Graham.
