- Whereas a situation has arisen in Canada in what is called the "fringe" area arising from the mingling of urban and rural populations as increasing numbers of city people find homes in rural communities, thus causing a ferment in church and community life because of differing experiences, ideas and attitudes;
- And Whereas from this ferment on the "fringe" new and good things can come, and the Church should offer much needed leadership and guidance to the people concerned in these situations;
- And Whereas of special concern under the general heading "fringe" are the "resort" areas, which have grown to tremendous proportions in many parts of the country;
- And Whereas the federal, provincial and university authorities, through the "Resources for Tomorrow Conference" held in Montreal in 1961, have stated that by 1980 there will be a great increase in the recreational activities of Canadian citizens, and especially on weekends, intensifying the ferment in resort areas, and increasing the need for the Church's ministrations in these places;
- Therefore Be It Resolved That the Council for Social Service be asked to make frequent surveys of the social conditions related to the situation in "fringe" and "resort" areas, so that the Church may be more aware of the trends in these areas, and enabled to act promptly and effectively to take advantage of the opportunities presented, for the glory of God and the extension of His Kingdom. CARRIED in both Houses.
