- Moved by General Secretary M.S.C.C., seconded by General Treasurer,
- That General Synod endorse the action of the Executive Council in Joint Session with the Board of Management at Ottawa in 1961, in approving in principle the implementation of a graduated scale of stipends for clergy in Canadian Dioceses in receipt of M.S.C.C. grants to be effective January 1st, 1964, as follows:
- The salary of a deacon to be calculated on the basis of $3100 per annum.
- The salary of priests to be calculated as follows:
- from 1 to 10 years' service................$3200
- from 11 to 15 years' service...............$3300
- from 16 to 20 years' service...............$3500
- after 20 years' service....................$4000
- And further that in the implementation of the above-mentioned Graduated Scale of Stipend, it be understood that to meet canonical regulations respecting self-supporting parishes, $3200 be considered a minimum stipend for priests for purposes of "parish self-support" and that the salary above this amount be considered a "length of service" allowance, to be provided as far as possible by the parish and/or diocese.

- That all the words after "That General Synod" of the above resolution be struck out and the following substituted therefore:
- "(a) feeling that recognition should be given to experience and the increased financial burdens attendent upon age and responsibility, do provide that no clergyman serving in a Missionary Diocese with more than 15 years of full-time service in the Church since ordination shall receive less than $200 above the minimum stipend as set from time to time effective from 1st January 1964;
- (b) that General Synod recognizes that the problem of providing adequate stipends for clergy through the course of their ministry is NOT necessarily solved by regular increases in the minimum stipend and respectfully requests the Primate to appoint a special committee to study the problem and make such report and recommendations as it considers advisable to the next session of General Synod."
- Text of motion
- (a) That the words "with more than 10 years of full-time service in the Church" be substituted for the words "with more than 15 years of full-time service in the Church." CARRIED in both Houses.
- (b) That Section (b) of the amendment be referred to the Executive Committee M.S.C.C. for policy study. CARRIED in both Houses.
- The motion as amended was put to a vote and CARRIED in both Houses.
