- That this General Synod:
- 1. express our moral outrage at the human suffering caused by the international debt crisis affecting Latin America, Africa, Asia and the Caribbean;
- 2 a) recognize that in some cases the debt has been repaid by net transfer of wealth;
- b) endorse the principle that the debt of the heavily indebted countries be reduced to a level which is humanly possible for these countries to carry and which will leave within these countries sufficient capital to promote their own development;
- c) urge that the debt owed by the poorest countries to the governments of the industrialized countries be eliminated;
- 3. support existing ecumenical coalitions in their on-going work on international debt;
- 4. urge the government of Canada to join in calling for an International Conference on the debt crisis, and to participate actively in a process of negotiation towards a new framework for international trade and finance, that would respect the need for self-reliant economic development.
