- The Anglicans in Mission program was presented by Mr. E. Fisher, Canon E. Hobbs, and Mr. Wm. Hanrahan of the Community Counselling Service.
- Mr. Fisher explained the format of the presentation, Canon Hobbs reviewed the background of the completed feasibility study, after which Mr. Hanrahan elaborated on particular sections of the report.
- Members of the Council divided into five groups to discuss the report and to list what questions they would like answered. They then returned to plenary and the questions were reviewed, and later responded to. Amongst the points noted were the following:
- - in each Diocese the Bishop will be asked to take the role of Chairman and select a person to head up the program in the Diocese, along with assistant Diocesan Directors.
- - Dioceses will be sub-divided into regions consisting of approximately seven congregations each.
- - each Diocese will have Leadership Teams, and there will be regional meetings under the direction of the National Director, Diocesan Director, Assistant Diocesan Director and Teams.
- - Campaign Counselling Services would have a team which would be involved in design planning and supervision of appeal. The Team would work with the Executive Director who would stay in Toronto for the duration of the contract, relating to the Leadership Team of the Church, especially the National Director.
- - the Executive Director would have an assistant who would work with major gifts while the mission study phase takes place. The Community Counselling Service will then put in, at an appropriate time, Regional Directors who will go to appropriate parts of Canada. These people would relate directly to the Dioceses and Diocesan Directors. Mr. Hanrahan would monitor, train, educate, lead strategies and discipline. Dioceses would need more counselling than would be needed on a regional level.
- - 1981-1982 - put together a team of 1,000 paraprofessionals who would be trained in fundraising, organizational and management principles. That team would carry out the program. Community Counselling Service relationship would be to the organization and not to the congregation.
- - consultants have to be paid the same amount of money no matter how much is raised so it is up to the Dioceses to be ready when consultants come into the diocese so as to make good use of their services.
- Integrity of Feasibility Study
- - worked with the Steering Committee.
- - visited several Dioceses and on the basis of response identified a number of questions and produced a slide presentation.
- - sent a mailing to one in five congregations.
- - $800,000 for two professionals - nationally; Secretary and clerical staff; interpretive and fundraising materials; travel; office expenses.
- - will co-operate as much as possible if Dioceses engage other fundraisers.
- - Community Counselling Service will finish services to the Church in June, 1983 and maintain a three-year follow-up.
- - to establish priorties at the national level, we would develop a preliminary case statement of concerns such as Council of the North, Pension, World Mission. At the November, 1981 meeting of the National Executive Council a Case Statement should be available. The National Executive Council will be a part of developing this.
- - alternatives to Anglicans in Mission - strengthen stewardship work or cutbacks.
- - all fundraising should be done in 1983.
- - Diocesan Goals - each person is to be challenged to give. Information will be submitted to Goal Committee which will set the goal.
- - Diocesan Covenant - each Diocese will be asked to pass a Resolution committing itself to Anglicans in Mission. Commitment to objectives should be given by December. Credit will be given to Diocesan commitments and successes.
- - Mission Study - 1982 will be a period when the mission of the Church will be looked at from a Biblical and theological viewpoint. Establish Diocesan and parochial goal in the light of their understanding of mission for the 80's.
- - Capitalization - agreed that this is not healthy in the life of the Church. If the campaign is over subscribed, the excess would be capitalized. It was suggested that endowment money could come from Wills and Bequests.
- At the conclusion of the question and answer period, the Primate expressed appreciation for the way in which people spoke "from where they are."
