- Prologue
- The following motion was presented to the National Executive Council on behalf of the Department of Communication and Renewal of the Diocese of Fredericton.
- Moved by Mr. A.Y. Goss
- Seconded by Chancellor W.J. Hemmerick
- "In the light of:
- (i) the financial demands upon the Canadian Church and the necessity of establishing priorities of expenditures in both the National Budget and in Anglicans in Mission, and
- (ii) Goal IV, `to provide information and resources about national programs and concerns and to increase understanding and action', under which the Canadian Churchman budget comes and to which it often acts contrary
- Be it resolved that the National Executive Council look afresh at the policy under which the Canadian Churchman operates."
- The purpose of this resolution "is to seek a common foundation between editorial policy and financial requirements on the basis that, if the editorial policy is to be independent (and hence can be non-supportive of official church policy), it shall also be financially independent. In this manner, half a million dollars could be freed for other church work annually. However, if it is to be financially supported, as at present, it be required to promote the principles and policies of the Church as required in Goal IV".

- That this motion be referred to the Board of Trustees of the Canadian Churchman for study and report back to the next meeting of the National Executive Council, with the request that there be a sincere effort to dialogue with the Diocese of Fredericton, in consultation with the General Secretary. CARRIED
