- 1. That section 36 of the Constitution of the General Synod be amended by adding the following subsection after subsection e):
- f) It shall be responsible for overall strategic planning and visioning within the mandate of the General Synod.
- and by renumbering the remaining subsections accordingly.
- 2. That Appendix B of the Handbook of the General Synod be amended by:
- a. adding to section 5, the following subsection after subsection e):
- f) survey the organizational structure of the General Synod, and propose organizational modifications consistent with shifting priorities and functions.
- b. adding to each of sections 1,2,4,5,6, and 7 as the penultimate subsection in each case the following words:
- Be responsible for functional strategic planning and visioning within the committee's mandated areas.
- c. deleting section 3, Long Range Planning, and by renumbering the subsequent sections accordingly.
- 3. That section 41 of the Constitution of the General Synod be repealed and replaced by the following section:
- 41. Standing Committees
- a. There shall be the following Standing Committees of the General Synod:
- i. Doctrine and Worship Committee
- ii. Inter-Church and Inter-Faith Relations Committee
- iii. Committee on Ministry
- iv. Organization Committee
- v. Program Committee
- vi. Stewardship and Financial Development Committee
- vii. Administration and Finance Committee (Canon VI)
- viii. Pension Committee (Canon VIII)
- ix. Anglican Book Centre Committee (Canon XI)
- x. Board of Trustees of the Anglican Journal/Journal Anglican
- xi. Archives Committee (Canon V)
- b. Unless otherwise provided by the Constitution or by Canon, each of the Standing Committees of the General Synod shall consist of 15 members:
- i. 12 of the members shall be elected by the General Synod,
- ii. 9 of the 12 members who are elected by the General Synod shall be members of the General Synod,
- iii. 2 of the 9 members shall be members of the National Executive Council,
- iv. 3 of the members shall be appointed by the Primate.
- c. The Program Committee shall consist of 18 members:
- i. 15 of the members shall be elected by the General Synod,
- ii. 12 of the 15 members who are elected by the General Synod shall be members of the General Synod,
- iii. 2 of the 12 members shall be members of the National Executive Council,
- d. The Board of Trustees of the Anglican Journal/Journal Anglican shall consist of 20 persons:
- i. 8 of the trustees shall be elected by the General Synod from among its members,
- ii. 2 of the 8 elected trustees shall be members of the Order of Bishops,
- iii. 3 of the 8 elected trustees shall be members of the Order of Clergy,
- iv. 3 of the 8 elected trustees shall be members of the Order of Laity,
- v. 6 of the trustees shall be appointed by the Primate,
- vi. The Primate, the Prolocutor, the General Secretary, the Treasurer of the General Synod, the Executive Director of Program and the Editor of the Anglican Magazine shall be ex-officio members.
- e. In the nomination of persons to be elected or appointed to Standing Committees, geographical representation and the need for expertise shall be the principal criteria and consideration shall also be given to age, gender, order, minority ethno-cultural representation and continuity of membership.
- f. Except in unusual circumstances, the length of service on a Standing Committee shall not exceed two terms of three years.
- g. Unless the terms of reference of a Standing Committee of the General Synod are established by Canon, the terms of reference:
- i. shall be established by resolution of the General Synod,
- ii. shall be printed in the Appendices to the Handbook of the General Synod, and
- iii. may be amended by resolution of the National Executive Council subject to the confirmation of such amendment by the General Synod at the regular session following the amendment.
- h. At least thirty days prior to a regular session of the General Synod each standing committee shall submit to the General Synod Nominating Committee the names of up to six persons to be considered for nomination for membership to the committee for its next term.
- i. The Standing Committees shall report to the General Synod and regularly to the National Executive Council.
- 4. That Appendix C of the Handbook of the General Synod be amended by removing sections 9 and 10 thereof.

- That the words "First Nations" be added to section 3.41.e. following the word "order" on the fourth line. CARRIED Act 17
- The following revisions were agreed to by the mover and seconder:
- 1. That paragraph 2.a. be deleted.
- 2. That, in section 3.41.d. on the second line, the number 20 be changed to the number 19.
- 3. That, in section 3.41.d.vi. on the third line, the words "and the Editor of the Anglican Magazine" be deleted and the word "and" moved to the second line between the words "General Synod" and "Executive Director of Program."
- 4. That in 3.41.b.ii. the words "at least" be inserted before "9".
- 5. That in 3.41.b.iii. the words "at least" be inserted before "2".
- The amended motion reads:
