- That this General Synod refer the remaining 21 resolutions to the National Executive Council, without recommendation.
- Resolution A-83 - Terms of Reference, Committee on Ministry
- That Section 4f) of Appendix B of the Handbook be repealed, and replaced by:
- f) recommend policy to the General Synod on human resources development, particularly in the areas of employment, appointment and support of lay or ordained persons engaged in ministry in the Church.
- Resolution B-12 - Family
- That, in light of the 1988 Lambeth Conference document "The Truth Shall Make You Free - Living Together in Families," this General Synod request the Program Committee of the Anglican Church of Canada to continue to facilitate and build a network that will enjoin dioceses and parish churches in Canada to develop and implement significant family ministry in the routine life and work of the Church.
- Resolution B-13 - Sexual Molestation and Abuse
- That General Synod recognize that sexual molestation and abuse of young persons by some church personnel while administering church programs has occurred and deeply regrets that the pastoral needs of some victims and their families have not been met; and furthermore
- that General Synod direct the Program Committee to examine this issue and produce a comprehensive protocol for responding to reports of sexual molestation and abuse of young persons by some church personnel and that this protocol be circulated to all dioceses of the Anglican Church of Canada.
- Resolution B-19A - Support of Theological Education
- That this General Synod approve in principle that financial support of training for all forms of ministry is the responsibility of the national church (in partnership with other levels of the church); and ask the National Executive Council to seek ways and means of implementing this responsibility.
- Resolution C-10 - Constitutional Accord
- That this General Synod encourage the leaders of our Federal, Provincial and Territorial governments to continue working together in a spirit of consultation, openness and consensus towards a new society, expressed in a constitutional accord, that recognizes the aspirations of the Province of Quebec and of the aboriginal peoples.
- Resolution C-12 - Inter-Anglican Information Network
- That this General Synod direct the National Executive Council to request the Program Committee to make funds available for the next three years for the development of telecommunications within the Anglican Church of Canada to connect all National and Diocesan offices and provide support for (IAIN) the Inter-Anglican Information Network.
- Resolution C-13 - Vancouver School of Theology/Native Ministries Consortium Funding
- That this General Synod:
- a) commend the initiative taken by the Native Ministries Consortium and the Vancouver School of Theology for providing a Master of Divinity degree by extension for persons engaged in native ministry; and
- b) direct the National Executive Council to work with the Native Ministries Consortium and the Vancouver School of Theology to ensure that adequate long term funding for this program is established.
- Resolution C-14 - Income Tax Deductions
- 1) petition the Federal Government to make appropriate changes to the Canadian Income Tax Act which would allow credit for Charitable Donations equal to credit for Political Party Donations, i.e. 50% of first $250 and 75% thereafter up to 20% of net income;
- 2) request dioceses to submit similar petitions to the Federal Government;
- 3) encourage parishes and individual members to write to their Members of Parliament concerning this resolution requesting their support.
- Resolution C-18 - General Synod Elections
- That this General Synod direct the National Executive Council to request the Organization Committee to consider:
- i) scheduling elections at General Synod toward the end of the session; and
- ii) methods by which photographs and information about candidates might be made available to the members of Synod prior to the elections.
- Resolution C-20 - Search for Healing Video
- That this General Synod commend to the church the video "Search for Healing" and accompanying study guide; and encourage dioceses to make copies available for use in parishes.
- Resolution C-21 - Ministere Francophone
- Ressolu que ce Synode General de L'Eglise Anglicane du Canada affirme son apui pour le ministre actuel des francophones dans l'eglise et dirige le conseil executif de l'eglise national de consulter les communautes et paroisses francophones de notre eglise au sujet de nom francais de notre eglise et des autres moyens d'encourager davantage leur travail et de presenter une rapport de cette consultation au Synode General de 1995.
- Be it resolved that this General Synod of the Anglican Church of Canada affirm its support for our French speaking congregations and parishes and direct the National Executive Council to consult them on the subject of the name of the church in French and other means of assisting their ministry and that a report of this consultation be presented to the 1995 General Synod.
- Resolution C-22 - NEC Membership
- That the following proposal be referred to the Organization Committee for consideration and recommendation to the next session of General Synod; namely:
- to amend Section 35a) of the Constitution of General Synod by deleting the items numbered vi) and viii) [there being no number vii)] and replacing them by:
- vi) one bishop (or bishop-elect), clerical member or lay member from each diocese, but no less than six in total from each ecclesiastical province, elected by the members of the Orders of Bishops, Clergy and Laity from each ecclesiastical province meeting together, provided that the members from each province shall select two bishops and, as nearly as possible, equal numbers of clerical and lay members.
- vii) additional clerical and lay members elected at large by the General Synod so that the total number of clerical and lay members elected under subsections vi) and vii) shall be sixteen of each order.
- Resolution C-23 - Abolition of the Long Range Planning Committee
- That subsection 35b) of the Constitution of General Synod be amended by deleting from the list of committee chairpersons, the words "Long Range Planning Committee."
- Resolution C-24 - Hunger and Poverty in Canada
- That this General Synod commend to the Church at all levels the goal of committing a minimum of 10% of budgets to implement the mandate of our Lord to care for the least of our brothers and sisters.
- Resolution C-25 - Hunger and Poverty in Canada
- That this General Synod call upon the Government of Canada to:
- a) remove the limitations on the Canada Assistance Plan in the provinces of British Columbia, Alberta and Ontario;
- b) eliminate child hunger by the year 1996 and adopt the goal of eradicating child and family poverty by the year 2000; and
- c) establish an all party committee dedicated to developing ways and means of eliminating hunger in Canada.
- Resolution C-26 - Hunger and Poverty in Canada
- That this General Synod direct the National Executive Council to request Program Committee to:
- a) develop ways of monitoring the depth of poverty and hunger in each of the dioceses of Canada, so that people of commitment and faith can reflect on social injustice and plan ways by which injustices can be rectified;
- b) develop programs designed to assist the Church at all levels in making an effective response toward eliminating poverty and hunger; and to
- c) develop a parish partner system for the purpose of working toward a relationship of trust and reconciliation between suburban and inner city parishes, urban and rural parishes and parishes with different resources, so that each may learn of the other's realities.
- Resolution C-27 - Use of Official and Other Languages
- i) affirm and encourage the continued use of both English and French, as well as other represented languages as appropriate, in the worship and business of General Synod, with translation into English provided where English is not the language chosen for use; and
- ii) direct the National Executive Council to ensure that, beginning with the 34th General Synod, printed forms of worship include English and French as well as other languages selected for use.
- Resolution C-28 - Disposition of Frozen Human Embryos
- 1) Refer the Interim Report on the Disposition of Frozen Human Embryos, which was requested by Act 75 of General Synod 1989 and presented at the Doctrine and Worship Information Dialogue, to the Doctrine and Worship Committee for review and presentation to the National Executive Council, so that it might be made available to the church and the wider community; and
- 2) Direct the National Executive Council, in consultation with the Doctrine and Worship Committee, to appoint a working group to examine the recommendations of the Royal Commission on New Reproductive Technologies.
- Resolution C-29 - Standing Committee Terms
- That section 41f) of the Constitution of the General Synod be amended by:
- i) deleting the words "except in unusual circumstances", and
- ii) changing the word "two" to "three."
- Resolution C-30 - Video Coverage of General Synod
- That this General Synod request the National Executive Council to undertake an evaluation of the effectiveness of the video and television coverage of this General Synod.
- Resolution C-31 - Licencing of Clergy
- That this General Synod request the Organization Committee to continue its study of licencing.
