- "The environmental movement has proved to be curiously ambiguouise as a moral crusade. In theory it should have been perfect. Everyone is for life and health, clean air and pure water, so how could there be any quarrel with a movement devoted to these ends ? Yet the poor, the oppressed minorities, the non-industrial nations exhibited massive disinterest. This disinterest often turned to active hostility as preparations went forward for the 1972 United Nations' Conference on the Human Environment. Why did this conflict happen ? Was it inevitable ? Is the tension between environmentalists ans the poor in the very nature of the case ? Are we learning again that there are no movements free of political conflict ? Or are there fundamental differences in assumptions about man, nature, and society underlying this debate ?
