- "Within the Anglican Communion there is a constant exchange of correspondence as Christians or Churches meet new situations and write to consult with one another on the new situations and write to consult with one another on the way in which they should respond to them. It was natural, therefore, that Christian doctors in India should discuss with friends in England their participation in India's efforts to ward off the threat of overpopulation by means of family limitation which includes the voluntary sterilization of men and women. The Board for Social Responsibility invited a small committee to examine this question, and now publishes its report in order that it may be studied by those who have to make decisions, or help others to make decisions, in this grave matter, and by people at home and abroad who take an informed interest in what is now one of the most serious concerns of mankind. Inevitably the committee, as it did its work, had to consider other aspects of sterilization, including its use for therapeutic, eugenic or punitive reasons in Western countries. .... The authority attaching to the Report is that of the Committee alone". -- Foreword.
