- The Council for Social Service (CSS) was established in 1915 and existed until 1969 when it "was succeeded by the Social Action Unit (National and World Program) during the reorganization of General Synod departments in 1969". The Lending Library of the Council was mentioned in annual reports of the Council as of 1923. "The General Synod Archives has fourteen catalogues printed by the CSS, dating from 1929 to 1963, but not specific circulation records. The catalogues capture the changes in focus of concern over the years". "In an attempt to consolidate the use of funds and space, the CSS library was amalgamated with the libraries of the General Board of Religious Education (GBRE) and the Missionary Society of the Church of England in Canada (MSCC) when the Church House central library was established in 1965, on the condition that the library remain a lending library. Approximately 700 of the 900+ volumes in the CSS library were absorbed into the Church House library, which did remain a lending library at first, but the demand dwindled in the following years until it stopped. The books weeded out went to students or book dealers. No record was kept of what happened to the CSS library books after the amalgamation".
