"The Anglican Archives Network has been developed over the past twenty-five years to provide a means of communication, training and support for the diocesan and provincial archivists of the Anglican Church of Canada. This development has been largely the result of the work of the Archivist and archives staff of General Synod resulting in a 'from the top down' model. However, the General Synod support staff that has been available in the past is no longer available to the same degree that it has been due to the financial crisis overtaking General Synod. Therefore, oven both the present stage in the development of the Anglican Archives Network and the situation at General Synod, this would seem to be an opportune time to consider the future direction of the Anglican Archives Network. This position paper provides some historical background on archives, some current information and proposes a model for the future development of the Network" (p. [163]-164). The Anglican Archives Network began in 1975 and "includes all the dioceses of the Canadian Church. The activities of the Network fall under five headings: 1. Training of diocesan archivists; 2. Records management instruction; 3. Information exchange on policies and developments; 4. Support to archivists and dioceses; 5. Coordination of activities" (p. 168).

Position paper written by the Archivist of the Ecclesiastical Province of Canada (Richard Virr) and the Archivist of General Synod (Terry Thompson). In addition, the paper "has been commented on and endorsed by: Trevor Powell, Archivist, Ecclesiastical Province of Rupert's Land; Mary-Anne Nicholls, Archivist, Ecclesiastical Province of Ontario; Doreen Stephens, Archivist, Ecclesiastical Province of British Columbia and Yukon and James Sweeny, Chair, Information Services Subcommittee" (p. 177).

"Editor's note: The following document was produced by Terry Thompson, General Synod Archivist and the Rev. Glen Kent, chair of the Archives committee to explain the impact of cost cutting in the national church. Given the long-standing partnership between the General Synod Archives and the Canadian Church Historical Society (founded 1949) in publishing this journal since 1950 we thought the membership would appreciate this news, released 16 June 1994" (p. 111).
"As you are all aware at its May [1994] meeting the National Executive Committee mandated severe budget cuts for the General Synod Apportionment and Assessment Budgets. The results of this action for the General Synod archives budget are as follows: a) the 1994 budget will be reduced to $200,000 from the previously authorized $225,500; b) the 1995 budget will be $170,000; c) the 1996 budget will be $169,000. The result of this action is the elimination of two positions, the half-time program assistant, Graeme Burk and the archives technician, Laurel Parson" (p. 111). "Immediately there will be changes in the way in which the archives offers records management services to staff. The total downsizing of Church House Staff is not yet known but includes at least 15 positions and extensive realignment of work in all programs and administrative areas. We will be working hard to ensure an orderly transfer of records of the General Synod to the archives in the next few months but recognize that back-logs in processing must increase dramatically" (p. 112).

That Canon V - Archives be repealed and the following substituted therefore:
1. That Archives shall be administered by the Archivist.
2. The Archives Advisory Board shall consist of:
i) three members appointed by the Council of the General Synod
ii) one member of the Information Resources Committee, from among the members of the committee
iii) one member appointed by the Primate.
3. The Advisory Board shall:
a) elect its own chairperson;
b) develop and propose policy for the Archives to the Information Resources Committee;
c) establish, maintain and develop relationships among the archival agencies of The Anglican Church of Canada;
d) encourage, co-ordinate and assist archival programs in the dioceses, ecclesiastical provinces and other church agencies;
e) develop an increased awareness of the need to preserve the heritage of architecture and artifacts significant to the Anglican Church of Canada;
f) promote historical research and writing in cooperation with the Canadian Church Historical Society and other agencies;
g) report regularly to the Information Resources Committee.
4. The Archivist shall be appointed by the Council of the General Synod on the recommendation of the Primate.
5. Under the direction of the Information Resources Committee and in consultation with the Archives Advisory Board, the Archives shall:
a) establish and maintain a records management program for the active records and related papers of the General Synod and its committees, councils, boards and commissions;
b) collect, arrange, describe and preserve the permanent records and related papers of the General Synod and its committees, councils, boards and commissions;
c) collect, arrange and preserve the official papers of the Primate, the General Secretary and all other officers and employees of the General Synod;
d) receive, additional to the archives of the several ecclesiastical provinces, the records of the election, consecration, translation and installation of bishops of The Anglican Church of Canada, and the records of the election and installation of metropolitans;
e) encourage, co-ordinate and assist, in co-operation with their respective archivists, archival programs in the dioceses, ecclesiastical provinces and related agencies, including religious orders, ecumenical coalitions and theological colleges;
f) collect, arrange, describe and preserve any other documents, manuscripts, photographs, films and tapes pertaining to the history and activities of The Anglican Church of Canada.

That in section 3b) the words "develop and propose" be deleted and the word "formulate" be substituted; and that the words "to the Information Resources Committee" be deleted. DEFEATED

These guidelines have been prepared by the General Synod Archives Committee to help archivists in Provincial and Diocesan Synod Archives to formulate an access and restrictions policy, with specific reference to their own situation.
A slight amendment to Section 4, #1 was made: the word "or" was added between "forever" and "with". This sentence now reads: ie. closed forever or with perpetual approval of the donor required for access.

That Canon V be amended as follows:
1. The Archives Division shall be administered by the Archivist of the General Synod under the direction of The Archives Committee.
2. The Archives Committee
a) shall consist of

The Bishop of Georgian Bay drew attention to the fact that there is only one copy of the minutes of the House for the major period of its existence. The first book of minutes covers the period 1904 to 1942; the second book covers from 1943 to 1963. These minutes ought to be protected against loss by any mishap and their preservation ensured.

There was discussion concerning the tabled motion on an Archivist. University assistance has been considered but it was found that it would be more expensive than to carry on as in the past with the Archives being kept at Church House.

1. The Report was presented by Mr. George Davy, Chairman, who called upon Dr. T.R. Millman to speak to N.E.C. concerning the General Synod Resolution re a full-time Archivist-Historian.
Dr. Millman outlined the past history of the Archives and presented the following suggestions for consideration.
- 1. That reconsideration be given to the reduction of $10,000 in the Archives Budget in order that a full-time Archivist may be employed.
- 2. That the estimate for 1971 be raised from $8,000 to $13,000 thus making it possible to employ a full-time Archivist from July 1.
- 3. That the Anglican Foundation of Canada be requested to subsidize the Archives.
It was suggested that it would not be possible to finance a full-time Archivist through a grant from the Anglican Foundation because a grant would be required each year.
It was pointed out that some dioceses are using alternatives such as universities and that perhaps the University of Toronto might be interested in the Archives of the Anglican Church of Canada.

That this N.E.C. request the Program Committee to review with Dr. Millman alternatives re the appointment of a full-time Archivist-Historian and report back to N.E.C. in May. CARRIED
