That, because of the substantial improvement in the 1968 operation of the Anglican Book Centre (a loss of $11,984 compared with a 1967 loss of $58,076), (a) General Synod, through its operating surplus account, absorb the accumulated December 31, 1968 deficit of the Anglican Book Centre amounting to $58,202; and (b) the Anglican Book Centre to continue in operation. CARRIED in both Houses.

Prologue
The Primate welcomed the Rev. M.J. Lloyd who had been asked to be present when the report of the Anglican Book Centre was presented.
Mr. Lloyd advised that a number of operations in the Book Centre had been changed and that it was now his wish to do a comparative study with other book distributors.
Mr. Wilding reported that the Administration and Finance Committee were encouraged by the reduction in operation of the ABC and congratulated the present staff.

Notes
In reply to a question concerning sales of calendars, Mr. Lloyd advised that sales of 1968 calendars were 175,000 and 1969 150,000. The calendars will be produced jointly by the United Church and Anglican Church again in 1970.

The Rev. P.A.H. Meggs presented a report on the Anglican Book Centre, prepared by Mr. F.O. McGuire, who had assumed the responsibilities of Sales Manager of the Centre following Dr. Parker's resignation until the appointment of a new Manager (copy attached to the official minutes).
The Primate's expression of the Council's gratitude to Mr. McGuire for his able and efficient management of the Book Centre during this period was warmly applauded.

On being welcomed by the Primate to the meeting at this point, Mr. W.R. Kay, Chairman of the Administration and Finance Committee, presented the following actions approved by that body at its recent meeting:
(1) Prayer Book in Japanese
Approval has been given to the following proposals:
(a) The production costs for 1,000 copies of the Japanese edition of the Prayer Book, up to a maximum of $3,500, be charged to the Prayer Book Royalties account (Anglican Book Centre will assume costs over $3,500, if any).
(b) The books be given to Anglican Book Centre, free of charge, to sell them at cost.
(c) The selling price of the Japanese edition of the Prayer Book be set at $3.00 a copy, with Anglican Book Centre having full responsibility for handling and distribution.
(2) General Synod Year Book
(a) That Anglican Book Centre be responsible for paying all printing costs and setting the selling price of the Year Book.
(b) That the $2,000 subsidy from the 1968 Assessment for the production of the Year Book be added to that for the office of the General Secretary of General Synod for editorial services rendered.
(c) That advertising revenue from the Year Book be paid directly to the Anglican Book Centre.

Rev. Michael J. Lloyd, manager of the Anglican diocesan book room in Montreal for the past three years, has been appointed manager of the Anglican Book Centre at the church's national offices here.
Mr. Lloyd, 33, has accepted the new position effective May 1. He will be responsible for the Book Centre's wholesale, retail and mail order operations which now employs 36 persons.
A native of England, Mr. Lloyd graduated from Leeds University in 1956 and came to Canada the following year to join the firm of Peat, Marwick & Mitchell, Chartered Accountants. He was admitted to the Institute of Chartered Accountants in Quebec in 1960.
The same year he entered Diocesan Theological College in Montreal and graduated three years later with a bachelor and divinity degree from McGill University.
He served as assistant priest in the parish of St. Paul's, Lachine, from 1963-65. He was then appointed manager of the diocesan book room and assistant at Christ Church Cathedral, Montreal.
Mr. Lloyd is married.
Rev. P.A.H. Meggs, director of the church's division of communications, said Mr. Lloyd brings with him a very good business background and reputation from one of Canada's outstanding book centres.

1. Resignation of the Director
The Rev. Dr. M.B. Parker reported that the Executive of the Department had received his resignation as Director and Secretary of the Board, effective May 31, 1967. At that time Dr. Parker will become rector of Holy Trinity Church, Burford, Ontario.
A Management Committee under the General Treasurer will conduct the business of the Anglican Book Centre from June 1, pending decisions made by General Synod concerning restructuring of Church House. Mr. D.R. Taylor will be designated Business Manager, and Mr. F.O. McGuire will be Sales Manager.

That the National Executive Council extends sincere appreciation to Dr. M.B. Parker for his ministry in the difficult job that he has done under difficult circumstances, wishes him God's blessing as he undertakes his new responsibilities, and thanks him for his services to the Church over the past thirteen and a half years.

On behalf of the Vice Chairman, Mr. A. Edinborough, the General Secretary presented the following report:
The Primate's Committee on a Publishing House having already received agreement in principle from the National Executive Committee, has had further conversations with Canon T.D. Somerville, Mr. John Ligertwood, with the consultant on the reorganization of Church House, and some others. They are now prepared to recommend that there should be a publisher and under him a chief editor responsible in conjunction with the departments for the editorial quality of all publications; a production manager who would be responsible for the quality control of printing and design, and a merchandising manager who would be responsible for the wholesale distribution of all Church House publications.
It is thought at the present time that the retail operation of the Anglican Book Centre should be reassigned either to diocesan book rooms or to interested organizations or book sellers.
Conversations are continuing and it would be much appreciated if the whole scheme could be brought in for discussion at General Synod.

That this House recognizes the major contribution made by the Department of Literature and Supplies, together with the officers of the Anglican Book Centre, to the work of preparing for and recording the Anglican Congress of 1963. In publishing the preparatory books, the official record, and now the post-congress publication, Dr. Parker and his associates ministered skilfully and enthusiastically to the life of the Anglican Communion, and this House takes pride in the effectiveness and spirit of their service. CARRIED
