"This paper was originally thought of simply as a report of inter-Anglican financial affairs. A number of colleagues then felt that more was needed, that some general statistical account of the Anglican Communion would be helpful in our consultations in Canada [at the 1963 Anglican Congress]. A questionnaire was duly circulated, somewhat hastily; it met with only half-hearted response, I'm afraid; and the results are fragmentary indeed. They are reproduced in part, however, although they will not be profoundly useful. Then in a third section, some thoughts are introduced dealing with the complicated problems of a just system of apportionment. .... The first section deals with reports of our actual inter-Anglican operations. These pages are mainly for the record. The third section raises the question 'What is the fair basis for apportioning costs among the churches of the Anglican Communion ?' The whole paper is intended to be a convenience in discussion and nothing more". -- Intro.
