The Bishop of Saskatoon presented the following Memorial adopted at the 1959 session of the Synod of the Diocese of Saskatoon:
That General Synod be asked to request the Bishops of the Anglican Church of Canada to consider establishing an arrangement whereby every ordinand of usual age shall serve for a required period where the Church as a whole considers that he is needed.

That this General Synod reaffirm the two principles enunciated in Message U-50 of the General Synod of 1949, viz
(1) The voluntary sharing of the ordinands yearly on the ratio of about one to the missionary dioceses and two for the home base;
(2) A plan like the Fellowship of the West; ie, a priest loaned for a three year period;
and that the Primate, in consultation with the Chairman of the M.S.C.C. Executive, be asked to appoint a small committee to set this plan in motion, oversee its operation and decide priority of need. CARRIED in both Houses.

That whereas it has been drawn to the attention of the General Synod of the Church of England in Canada that leave to perform marriages is probably being granted to aliens who do not intend to remain in Canada or to become Canadian citizens, be it resolved that the attention of the Provincial authorities throughout Canada be drawn to this anomalous situation with a view to some corrective action and that copies of this resolution be forwarded to the Premiers and the Attorneys-General of each of the Provinces.

Moved by Mr. B.C. Clarke, seconded by Canon Naylor, That,
"(1) Viewing with apprehension the dearth of men of right age and calibre for work in the Missionary Districts, it be a condition of Ordination in the Canadian Church that a man be expected to serve at least two years in a Missionary Diocese.
(2) This service to be considered in the nature of an internship, and for greater practical experience, and on its completion the clergyman concerned be free to return to the work or Diocese of his choice, thus making it possible for more fortunate Dioceses to loan young men to the Assisted Dioceses, without severing mutual connections.
(3) Realizing that the frontier work, especially in the Missionary Dioceses of our Church, demands men who have to possess high spiritual and physical calibre, that the Church makes possible relief from economic anxiety by raising the Minimum Salary of married clergy in the Assisted Dioceses to Twenty-Four Hundred Dollars net per annum."
The Deputy Prolocutor stated that, as paragraph (3) in this resolution was in contradiction to action taken previously in this Session of the Synod, it was ultra vires and therefore, could not be considered.

That the words in paragraph (1) "it be a condition of Ordination in the Canadian Church that a man be expected to," be deleted, and the following words substituted: "The Synod recommends that Ordinands be encouraged to," etc.
The amendment was put to the vote, and CARRIED. The motion, as amended, was put to the vote, and CARRIED.

"Under Mr. Hatfield's direction the Town and Country Movement has gathered strength throughout our widespread country and the Council is justly proud of the work accomplished. Many clergy in rural areas are happier and more efficient in this work because of the emphasis we have been able to give to this phase of the outreach of the whole Church. We are indebted to this new contributor, Mr. Brown. His picture of the parish, of its pastor and its programme, set firmly, so to speak, against a sacramental background, is challenging. While directed mainly to the clergy, it is a tonic as well for the lay folk of the parish for in truth they have a great responsibility in this total task of building strong rural parishes". -- Foreword.

"The Reverend Dr. W.E. Mann has drawn up these questions in order to facilitate the making of a sociological survey of a church and its community, especially churches in rural areas. The questions are the result, in part of an actual survey made byhim in Western Canada some time ago. From that experience he realized how little the ordinary minister or church official knows of certain aspects of the total community in which he labours. This is true of the clergyman in city or in country." "[W]e send [this copy of `News and Notes'] in order to help the parish priest or other minister to understand more about his parish or congregation, its needs and possibilities, if, indeed, he either requires or desires such further understanding" -- Foreword.

Survey section consists of two parts. The first part consists of 216 questions divided into 15 sections such as "Economic Life", "Crime and the Moral Order", "Class and Clique Divisions" and "Churches of the Community". Part two entitled "Across Canada Clippings : From the Rural Church Scene" consists of five sections: Conferences, Films and Slides, A Special Offer for Canadian Theological Schools, Summer Short Course in England and Recent Resolutions: Rural Church in Canada.
