That, in 1960, all clergy serving in assisted parishes in missionary dioceses in receipt of M.S.C.C. grants, who had been ordained priests prior to January 1st, 1955, shall receive an annual stipend of $3,000 plus a free house; and that all other clergy serving in assisted parishes in missionary dioceses shall receive an anuual stipend of $2,900, plus a free house, for the first five years of their ministry -- all regardless of marital status; and that this provision be reviewable annually.

(i) Continuous effort to reach an adequate minimum stipend for clergy in missionary dioceses through the co-operation of M.S.C.C. with the missionary dioceses.

Reed - That the Synod favours an adequate stipend and travelling allowance for missionary Bishops and Clergy, and requests the Primate to appoint a small committee to provide this Synod with the information necessary to make an informed decision.
Moved in amendment to the amendment by the Rev. F.G. Ongley, seconded by Canon L.F. Wilmot - That this House approve the principle that the stipends of missionary Bishops be set at not less than $4,000.00 per annum and that of missionary Clergy at $2,000.00 per annum, exclusive of residence and travelling expenses, and respectfully asks the House of Bishops to take this matter under consideration that with the Executive of the M.S.C.C. and the Budget Committee discussions may be entered into with all those Dioceses affected to try to work out ways and means by which this principle may be put into effect with due consideration of differentiation between married and single Clergy.

"We believe there is a widening sense of vocation towards, and devotion to, the sacred ministry in town and country church. More of our clergy, we believe, are finding a happy and satisfying life and service there. Such a new spirit is the essential. With the spreading of this spirit, however, there must go improvements in stipends, rectories and the general paraphernalia of the parishes, and there must be a greater appreciation evidenced by the whole Church of the vital role played by rural life and rural church life in our country and in the Church". -- Foreword.
