Resolved, That, the Upper House concurring, a small Joint Committee be appointed to consider and report upon the questions mentioned in the last paragraph of the Registrar's Report.
And that, if such joint Committee be authorized, that the members of this House who shall serve on this Committee be named by the Prolocutor.

"I would again point out the very unsatisfactory record kept by the Synod of its legislation when it is passing through the two houses and particularly so with respect to legislation passed in joint session. This matter was referred by resolution last session to the committee on canons, but no action has, I think, been taken in the matter. I would suggest, therefore, that the question be referred to a small special committee consisting of not more than, say three members, the committee to report to the Executive Council. I would further suggest that the Committee be empowered to report on the extent to which the constitution and the earlier canons require amendment to make them consistent with later legislation, and also on the validity of Canons XVII and XIX, relating to the abandonment and relinquishment of the ministry in view of clause 8 of the "Basis of Constitution," which requires canons relating to doctrine, worship and discipline to be passed at two successive meetings, neither of those canons having been passed at two such meetings."
