For the purpose of providing equal opportunity and advancement for full-time women workers in the Anglican Church of Canada as well as to provide for the wider employment of their skills and experience, be it resolved:
That facilities be made available through a Central Registry at national church headquarters to secure and provide the necessary information for the employment and deployment of all full-time women workers in the Anglican Church of Canada; and, that information regarding the Central Registry be widely publicized throughout the Anglican Church of Canada. CARRIED in both Houses.

The author "drawing on primary sources to bring personal experiences and the social conditions vividly before us, tells the story, from the late 1920s [until 1979], of St. Faith's House and the Bishop's Messengers in the dioceses of Brandon, Rupert's Land and Qu'Appelle, and in particular of four of them [Kay Hill, Joy Ruddock, Thelma Tanner and Marjorie Kennon] who became the first women to be ordained priests there (p. 52)." "St. Faith's House itself (The Pas version) is now the Henry Budd Christian Training Centre, a theological education centre for native people, people from the same communities enlivened by he messengers for fifty years" (p. 90).

That the present Canon be repealed, and that the following be enacted:
1. There shall be a Fund known as "The Women Workers' Retirement Fund", hereinafter called the "Fund", for the purpose of providing pensions for retired and disabled women workers.
2. The Fund shall consist of all such moneys as may be received from time to time for the purposes of the Fund, by way of contributions received from, or assessed upon any woman worker, or her employer, and by way of gift, bequest or in any other way. The moneys of the Fund shall be invested in the Consolidated Trust Fund of General Synod.
3. The Fund shall be administered by the Pension Board.
4. The Board shall:
(a) Administer such moneys as may be entrusted to it from time to time in accordance with the provisions of this Canon.
(b) Have power to make such regulations as may from time to time seem necessary or advisable for the administration of the Fund.
(c) Maintain such financial and other records for each member of the Fund as it may from time to time determine; and
(d) Prepare an annual report and financial statement for presentation to General Synod or the Executive Council thereof.
5. A graduate of the Anglican Women's Training College, or of any similar institution, or a woman who has been "set apart" as a deaconess and who is employed full time in the work of the Church, may become a member of the Fund by application to the Board. The provisions of this section shall not apply in the case of present members of the Fund who do not meet with these qualifications.
6. Each member of the Fund shall contribute the sum of five dollars monthly so long as she remains a member and is not in receipt of benefits hereunder.
7. The employer of a member shall remit to the Board such amounts as the Actuary of the Board shall certify are required, when added to the contributions of the members under Section 6 hereof, to provide the benefits specified in Section 8 hereof.
8. Subject to the due payment of all sums required by Sections 6 and 7:
(a) A member who had not yet attained the age of fifty years on joining the Fund shall be entitled to be paid, commencing on the first day of the month following that in which she attains the age of sixty-five years, a monthly pension of Fifty Dollars so long as she shall live.
(b) A member who was fifty or more years of age on joining the Fund shall be entitled to be paid, commencing on the first day of the month following that in which she attains the age of seventy years, a monthly pension calculated at the rate of Twenty Dollars per annum for each completed year of service.
(c) A member who is required to retire on account of ill-health before becoming eligible for benefits under subsections (a) or (b) hereof, may, at the discretion of the Board, be paid a monthly pension so long as she shall live, in such amount not exceeding Fifty Dollars as the Board shall determine in all the circumstances to be equitable.
(d) In the event of the death of a member before she shall have commenced to receive benefits hereunder there shall be paid to her personal representatives the total of the amounts paid by such member under section 6 hereof, together with such interest thereon as the Board may determine.
(e) In the event of the withdrawal of a member from full time employment in the work of the Church (save under subsections (a), (b), or (c) hereof) there shall be paid to her the total of the amounts paid by such member under Section 6 hereof, together with such interest thereon as the Board may determine.
(f) In the event of the death or withdrawal of a member, as outlined in subsection (d) or (e) hereof, the Board shall have the authority to make such payment of the employer's contributions as seems equitable in all the circumstances of the case, providing no such refund shall be made if the term of service is less than five years. That Recommendations 1 to 6 of Section VI of the report of the Commission on the Training of Women be adopted. CARRIED in both Houses.
Notes
VI - RECOMMENDATIONS
The Commission calls upon the Church
i. To make full use of properly qualified women who may be available for full time service in the Church.
ii. To recommend them as full partners in the Church's work.
iii. To recognize that fulfillment of the Church's task in the world demands full use of talents and abilities possessed by women.
To this end we recommend:
1. That University graduates and churchwomen in professions be recruited and given theological training.
2. That basic training be built up at the level at which most candidates are offering; i.e. at the level of a University undergraduate course.
3. That parish priests, youth workers and leaders strive to foster the sense of vocation in girls and young women; and that diocesan authorities arrange meetings and conferences and the Departments of General Synod provide literature and other aids to stimulate and inform possible candidates.
4. That as Lay Training Centres come into existence, they include courses designed to help in the training of women for Church work; and that the Department of Religious Education and those dioceses which have already undertaken projects and plans in the field of lay training be commended for the inspiration and leadership they have shown.
5. That the whole Church give to the training of women such support as is proposed for theological education generally; and that until the nature of this support is determined, the training of women be forwarded by the prayers, goodwill and gifts of the Church through Dioceses, Parishes and individuals.
6. That a Council be appointed from those Committees and Commissions of General Synod and G.B.R.E. which have been considering women's work from various angles during the last three years to take steps to ensure the implementation of this Report.

In substitution for #5 on page 265, the following Resolution:
Whereas there is deep concern about the status and the remuneration of the full-time women workers in the Anglican Church of Canada,
Be it resolved
That the General Synod urges that the following measures be adopted in each Diocese,
(a) That all Women involved in full-time programmed work in each Diocese be licensed or commissioned by the Bishop and that they be members of the Diocesan Synod.
(b) That taking into account their qualifications and work the remuneration of such women be comparable to the schedule of clergy salary and allowances of the Diocese in which they are employed.
(c) That the Diocesan authorities ensure that such women workers be made members of the appropriate Church pension plan. CARRIED in both Houses.

The Primate informed the Synod that the House of Bishops had considered the matter of Deaconesses and had decided that the Order of Deaconesses should be considered as an order of ministry to which women may be called which involves dedication to life-long service. (See pp. 21, 30, 89.)
