To amend Section 28, Subsection (6), Clause (a) to read as follows:
"(a) The necessary travelling expenses of the members of the Executive Council attending a meeting of said Council, on the same scale as is authorized to be paid to members of the Synod." CARRIED Message L-32.
That the recommendation from the Board of Finance reading, "The Board has approved a provision that air travel will be permitted, if required, for all members of the National Executive Council to attend the Fredericton meetings" be approved. CARRIED
The General Secretary suggested and it was agreed that the Archbishop of Canterbury's itinerary for his Canadian visit in August should be appended to these minutes.
That if a delegate wishes to drive from his/her home and is not in the Central Ontario region, General Synod will reimburse the delegate up to the cost of the least expensive airline ticket from his/her home city/town. CARRIED #11-99-11
That the capital of the Diocesan Delegates Travel Fund, being no longer required for its original purpose, be added to the capital of the Executive Council Expense Fund to pay the travel and other expenses of the National Executive Council and General Synod Committees and Commissions; and that the accumulated income of the Fund be used for the same purpose. CARRIED in both Houses.
"That we meet for discussion on the Plan of Union 9:00 a.m. January 31st and on February 1st for as long as necessary." CARRIED
Bishop Matthews said that he would be happy to arrange for hospitality for any of the Bishops who wished to stay in Quebec City following the meeting of the House of Bishops in Montreal, and prior to the start of General Synod. The Primate noted that the Department of Administration and Finance has approved a per diem rate for the Bishops.
That this House advise the Administration and Finance Committee that it would welcome negotiated standards and guidelines for chargeable travel and accommodation expenses related to meetings of the House of Bishops. CARRIED
The General Secretary reported that an invitation has been received from the Diocese of Western Newfoundland to hold the meeting of the House of Bishops prior to General Synod in Corner Brook. The bishops were pleased to accept the invitation.
Concern was expressed regarding the provision of funds to enable the wives of the bishops to be present at the meeting.
That a small task force be appointed to consider the various options for paying the expenses of the bishops' wives who attend the House of Bishops' meeting in June, 1989, and that the task force bring its suggestions before this House prior to the end of the meeting. CARRIED
