"The importance of specialised work among boys, and girls too, for the matter of that, is now so fully recognized that it needs no special pleading on the part of the Council for Social Service (p. 3). .... Boys, especially between the ages of, say,ten and eighteen are difficult to win, and often not a little difficult to manage (p. 4). .... All work among boys, among grown men for the matter of that, must be founded on absolutely sound psychological principles, utilizing the gregarious or gang spirit, and the innate adaptability of the human species to follow a leader (p. 5)".

That this Synod endorses the principle of having special badges to be used in the programme of the Church of England Scout Troops and authorizes the G.B.R.E. to continue negotiations with the Dominion Boy Scouts Association with a view to arranging for the same. CARRIED in both Houses.
That this General Synod assembled here in Halifax requests the secretary of General Synod to forward the motion passed by General Synod on the general subject of youth exploitation to the secretaries of Provincial Departments of Education in Canada and to the Boy Scouts Organization in Canada and to the appropriate heads of other Religious Denominations. CARRIED in both Houses.
That this Synod has heard with great satisfaction of the steps taken by the Canadian General Council of the Boy Scout Association, in response to the request of our Department of Religious Education, in providing a "Religion and Life Badge" for Church of England Scouts, and we hereby express our thanks to the Council for this action. CARRIED in both Houses.
