"This book ... is supplementary to 'The Book of Common Prayer' and not a replacement of it. 'The Book of Common Prayer' remains, together with the 'Thirty-nine Articles', our controlling standard of doctrine and worship (p. 7). .... We are living in a time of development in Christian awareness theologically, liturgically, and pastorally, and still need a recognised and ordered means for experiment in liturgy, so that the legitimate needs of congregations may be met and the necessary trial use take place. Then at a later date revisions of and additions to this Book can be made. 'An Australian Prayer Book 1978' may be expected to have a life of at least three sessions of General Synod (10 to 15 years). May it help the different traditions within the Church better to understand one another, be a teaching and devotional manual in contemporary language, and supply the confidence and stability in worship that can strengthen the unity and witness of the Church's worshipping members. 'An Australian Prayer Book 1978' is a people's book, not just a Commission's production. It owes a great deal to individual comment, to provincial and diocesan liturgical committees, and to consultants in various parts of Australia" (p. 13-14). -- Preface.

At their July 1995 General Synod the Anglican Church of Australia voted overwhelmingly in favour of a new prayer book which the Primate hailed "as an affirmation of diversity in the Church". In another debate, the Primate, Keith Rayner, and Peter Hollingworth, Archbishop of Brisbane, "attacked the current push for changes to euthanasia laws as a quick-fix solution to a very complex problem". "The Australian Synod took tentative steps towards the consecration of women as bishops, calling on its theological and legal wings to research the issue."

"In November [1996], Sydney's diocesan synod rejected a compromise attempt to allow women priests to be ordained in the diocese. It also refused to accept the new Australian prayer book". The diocese, Australia's largest "has long argued against women priests on the grounds that the Bible denies headship to women in the Church or at home". "The Synod found Australia's new prayer book `not Evangelical in tone or tendency' and refused to accept it."

The new book, a full-scale revision of An Australian Prayer Book, is scheduled for adoption in 1995.

"The publication of 'An Australian Prayer Book' in 1978 was a significant step for Australian Anglicans. Prior to that, 'The Book of Common Prayer' had been used for over three hundred years. In Australia, apart from sympathetic deviations in accordance with section 4 of the Constitution, there was little opportunity for flexibility. The quality of that book, however, was such that it had served well. .... In drafting a revised prayer book, the Liturgical Commission had responded to many suggestions received since 1978, as well as comments about the more recent trial services. In addition, there have been workshops and provincial consultations. As a result, this new book will be significantly different in style from 'An Australian Prayer Book' while at the same time being, its obvious descendant.
