The Anglican Church in New Zealand has elected a woman as the next bishop of the Diocese of Dunedin. She is the Reverend Dr. Penelope Eansall [sic i.e. Bansall] Jamieson, aged 47. She will succeed Bishop Peter Mann who retires at the end of February.
The election took place on November 11th, but the process of securing approval from the other Anglican dioceses in the country, and from the Executive Committee of the New Zealand Church, has just been completed.
Dr. Jamieson will be the second woman bishop in the worldwide Anglican Communion. Bishop Barbara Harris of Massachusetts was consecrated in February of this year in Boston. However, Bishop Harris is a suffragan (assistant) bishop, whereas Dr. Jamieson will be a diocesan bishop with full episcopal authority, the first woman to hold such a position.
Dr. Jamieson was born in England, and has been a priest in the New Zealand church since 1983. She is married to an English professor at the Victoria University of Wellington and has three daughters. She holds degrees from the University of Edinburgh, the University of Otago, and a Ph.D. from the University of Wellington. She has served on the Provincial Commission on Doctrine and Theological Questions.
Archbishop Michael Peers, Primate of the Anglican Church of Canada, has sent a message of congratulation to Dr. Jamieson on her election. The Anglican Church of Canada has over 100 ordained women priests, but no woman bishop at the moment though there is no obstacle to such an election.
When Dr. Jamieson visits England, she will only be able to function as a deacon. The Church of England General Synod recently voted to accept the ordination of women to the priesthood in principle, but it is expected to be a number of years before the final details are agreed. Until then women may only function as deacons in the English Church.
The Primate of New Zealand, the Most Reverend Brian Davies, said: "I have not been aware of any tendency in the New Zealand Church at large to wish to 'make history' by taking this step. Some of our women clergy have been eager to see a woman serving as a diocesan bishop but most have been relaxed about the timing."
"We have been ordaining women as priests since 1977. None of us expected a woman would be elected by a synod quite so soon, though it is probably true to say that women have been more fully accepted in the ordained ministry here than in any other Province in the Communion," he said.
Archbishop Davies reports that some Roman Catholic bishops in New Zealand have already indicated that the consecration of an Anglican woman bishop would not endanger the very cordial relations enjoyed between the two churches. (Recently, the Auckland Roman Catholic Synod recommended that women should be ordained as priests, but this will not be acceptable to the authorities in Rome.)

Whereas Resolution 35 of the Lambeth Conference 1968 "requests every national and regional Church or Province to give careful study to the question of the ordination of women to the priesthood and to report its findings to the Lambeth Consultative Council (or Lambeth Consultative Body) which will make them available to the Anglican Communion."
Be it resolved
That this General Synod respectfully request the Primate to initiate, through a task force or commission, a study of the question of the ordination of women to the priesthood, for report to the next session of General Synod.
This was in substitution of Resolution 1, page 264. The motion was CARRIED in both Houses.

"Father Douglas Brown, Director of the Anglican Centre in Rome and personal representative of the Archbishop of Canterbury in Rome, passionately defended the Church of England's decision to ordain women to the priesthood. In a seminar on `Solidarity with ordained women ministers', held on 18 March [1994] at the Waldensian Seminar of Theology in Rome, Father Brown rebutted the disapproval of the Vatican, the Orthodox and all those, including those from within the Anglican Communion, who are hostile to the ordination of women".
