The Officers of the General Synod, prior to this meeting, had reviewed the Acts directed to the National Executive Council. Suggestions as to appropriate action are shown on Document #027-02-89-10.
The Acts were discussed by the National Executive Council, as follows:
Act 140 - Program Purpose and Goals for 1989-1995
No action was required.
Act 154 - Relations Between General Synod and Independent Mission Societies
Action to be taken by Partners-In-Mission and Program Committee and to be brought back to a future meeting of the National Executive Council
Act 37 - Confidentiality
Action to be taken by the House of Bishops and the Doctrine and Worship Committee. This will be discussed at the December 1989 meeting of Chancellors and Metropolitans
Act 38 - Compensation Policies and Practices
The Stipend Committee will be asked to gather responses, for placing before the National Executive Council
Act 88 - Funding Theological Education
Action to be taken by the Program, Ministry, and Stewardship and Financial Development Committees; then to be brought back to the National Executive Council

"A former general secretary of the Canadian Council of Churches with a PhD in Islamic Studies has been hired as the Anglican Church of Canada's regional mission coo-ordinator for Africa and the Middle East. Stuart Brown worked most recently in Kenya as a general adviser to the Project for Christian-Muslim Relations in Africa. Prior to that he was general secretary to the CCC [Canadian Council of Churches] and before that a program secretary for Christian-Muslim relations with the World Council of Churches in Geneva. Dr. Brown has also taught courses in Islam and African history and has spent a number of years living in Africa". Text of entire article.

Personal involvement is the key to the Anglican Church of Canada's new approach to national and world outreach which it is hoped will revolutionize the man in the pew's response to the concept of total mission.
Behind the strategy is the belief that a churchgoer's interest is revitalized by participation in a project system through which his givings are channelled into clearly-designated activities at home and abroad.
The new approach had its genesis in Anglican World Mission through which the Canadian church has contributed in four years nearly $2,500,000, over and above its regular budget, for urgent projects in churches of the world's developing countries. Under AWM not only dioceses, but in many cases parishes, developed close ties with their counterparts in many African and Asian lands.
As a first step to establish a unified strategy of mission, the church plans to integrate the Anglican World Mission Fund with diocesan apportionment revenue by which its various departments, including the department of missions, are operated. It is hoped the integrated budget will be effected by 1969.
The Diocese of Toronto, the most populous of the church's 28 dioceses, not only carried out the integration this year, but went a step further by including in a unified financing program all projects to be undertaken in its own area. Support was promised for work requiring nearly $1,000,000 under the plan called Diocesan and World Outreach.
Apart from a fixed assessment levied to cover local administrative costs, parishes were given the opportunity of selecting from a diocesan project book, local, national and world projects to which 50 percent of their givings would be applied. A supervising diocesan committee handled the remainder to meet requirements of projects not assumed by individual parishes.
"Outreach is largely an educational process," says a diocesan report on the first year of the Toronto plan. "Every means at our disposal must be tried to help church members to know what they, through the church, are making possible and to arouse in them a desire to participate."
The Toronto experiment with the project system is being closely followed by other dioceses in the Canadian church. It is expected its ultimate success will lead to a new measure of interdependence throughout the church.

That, since a great missionary responsibility rests upon this Church in white work throughout the country, in the great new areas on the prairies, in British Columbia, in the newly settled districts everywhere, in the wilderness, in old and depleted districts, amongst Indians and Eskimos, amongst the strangers within our gates, and in lands Overseas, the Church must be aroused to the greatness of the need, and to the romance and glory of our missionary cause. We therefore recommend that the Missionary Education of the whole Church be carried on with renewed vigour and enthusiasm. CARRIED in both Houses.

Resolved, That this Board of Missions request the Executive Committee to give attention to the following matters.
1. The adding of the appropriate information concerning the founders of our Canadian Church to its publication - with events bringing the same before our Church people generally in the most effective manner.
2. That the Very Rev. Dean Tucker be asked to be good enough to prepare a pamphlet along the lines of his admirable address to this House this morning.
3. The preparation of a form of Intercession on behalf of Missions to be used generally throughout the Canadian Church.
