Delegation of Decision-Making Authority to Officers (046-01-11-00)

a) That the Board of Management of MSCC authorize the Officers of the Society to make any necessary decisions that are time driven relating to the residential schools litigation issues that arise prior to the March 2001 meeting of the Board, and
That between its November and Marc meetings, the Board of Management delegate decision-making authority with respect to financial viability of the Society to the Officers of the Society, and
b) That actions be communicated to members of the Board. CARRIED

A proposal was presented for a program of promotion of the Missionary Society as a vehicle for the receipt of legacies for the support of the missionary work of the Church.

That the NEC authorize a program of promotion of the Missionary Society as a vehicle for the receipt of bequests for the missionary work of the Church.
The value was questioned of advertising the name of MSCC since it is now more or less a holding company and its work has been absorbed by a Division of the National Church. However, it was maintained that the Society is well known and accepted throughout the legal fraternity and by many elderly people.
At its recent meeting the Administration and Finance Committee reviewed the revised 1976 Apportionment Budget Spending Estimates, taking into account Apportionment Acceptances from the dioceses, the inclusion of The Living Message operations in the Apportionment Budget, projected increases in Canadian Churchman advertising revenue, in the profit on sales of the Canadian Church calendar, and in the fee for services paid by PWRDF, and also taking into account increases in the Program Budget disbursements approved by the Program Committee in September. New money required is $46,036, based on increased disbursements of $172,586 and increased receipts of $126,550 over the original estimates.

That the National Executive Council concur that approval be given to the further use of $29,616 of MSCC Reserves in 1976, and that an additional $16,420 be taken from ACW General Reserve for the operation of The Living Message. CARRIED
That this General Synod express to Canon A.H. Davis our profound gratitude for his many years of devoted and inspiring service to the Canadian Church in keeping us alive to the Missionary task of the Church. CARRIED by Acclamation.
The Committee took the following actions at its meeting on January 17, 1968:
(1) Church House Library (see November minutes, p.20)
Recommended that the Library be moved from the area of responsibility of the General Secretary of General Synod and be placed under the jurisdiction of the Executive Director for Program.
(2) Membership of the Long Range Planning Committee
Since Mrs. Stuart MacKay had been unable to serve on the Long Range Planning Committee, the Implementation Committee agreed to ask Mrs. S.C. Steer to serve.
(3) MSCC Canon (see November minutes, p.11)
The Committee received a letter from Canon A.H. Davis asking that the Implementation Committee begin working on a new Canon outlining the responsibilities of the National Executive Council as the Board of Management of MSCC, and asked Chancellor Soward to convene a committee consisting of the Rt. Rev. I.A. Norris, the General Secretary of General Synod, Mr. J.R. Ligertwood, Canon A.H. Davis and others needed to consider appropriate legislation. (See p.16 for action taken by the National Executive Council re this Canon.)

That the National Executive Council receive Items (1), (2) and (3) of this report. CARRIED
That Canon V - Department of Missions - be amended as follows: (The vote was taken on each section, as shown below)
(1) To strike out sub-section 2) of Section 2 as no longer applicable. CARRIED
(2) To amend Section 10 by striking out the word "heathen" in the fifth line, and substituting the word "other", so that it will read "Indian and other missions in Canada," and to strike out the word "foreign" in the same line and substitute the word "overseas" so as to read "overseas missionary work undertaken by the Church." CARRIED
(3) To amend Section II by adding the following words after the word "appeals" in line 1, "subject to Section 25 (sub-section 6) of Canon IX." CARRIED
(4) To strike out Section 13 and substitute the following:
"13. Missionary Education. In promoting the work and interest of the Society it shall be the duty of the Executive Committee, under the authority of the Bishops of the several dioceses, to arrange for missionary education to be carried on throughout Canada by all available means. Emphasis shall be laid upon the observance of the two appointed Missionary Sundays - the Sunday after Ascension Day and the Sunday next before Advent." CARRIED
(5) To amend Section 17 by striking out all words after the words "the Consolidated Trust Fund" in the eighth line thereof, and by substituting the words "in the name of the General Synod." CARRIED
(6) To strike out Section 18 and substitute the following therefor:
"18. Executive Committee
(1) The Board of Management shall elect annually six Bishops, six clergymen, six laymen and three women who, with the officers of the Society, and the President of the Dominion Board of the Women's Auxiliary shall constitute the Executive Committee of the Board. CARRIED
(2) Immediately following the annual meeting of the Board of Management the Executive Committee may co-opt additional members, not more than four. CARRIED
(3) The Executive Committee shall meet at least three times a year and promote the work and interest of the Society in every way open to them under the powers and instructions which may be given to them from time to time by the Board of Management. CARRIED
(4) The Executive Committee shall appoint:
(a) A Sub-Committee consisting of not more than ten members who shall act for the Executive Committee in cases of emergency and in matters referred to it by the Executive Committee. Such Sub-Committee may also submit recommendations to the Executive Committee regarding the work of the Society.
(b) A Finance Committee, consisting of not more than seven members together with the Chairman of the Executive Committee and the General Secretary, which Committee shall assist the Treasurer in managing the finances of the Society and shall prepare annually an estimate of the revenues and expenditures of the Board for the ensuing year for submission to the Executive Committee at its first regular meeting in the calendar year."
