"For the past year the office of the Council for Social Service of the Church of England in Canada has been engaged in collecting information from the dioceses regarding the social service institutions and agencies and the hospital chaplaincy services within their borders. This Bulletin is the result. .... It is hoped that this Bulletin will serve the following purposes: 1. A Directory of the Social Service Institutions and Agencies of the Church of England in Canada and of those in which the Church is specially interested. 2. To show that the Church has been by no means idle and that much valuable work has been done and is being done by Church institutions and agencies, of which most people know little or nothing. 3. To suggest that types of work already being carried on with success in one diocese may be applicable to others and that a study of the experience of the working out of a plan elsewhere may often be the best first step in undertaking a new venture. 4. To save time and labour at the office in cases where questions asked can best be answered by mailing a copy of this Bulletin. 5. While this is in no sense a survey of needs, the Bulletin will at least suggest to the leaders and members of the Church the fields that are ripe to the harvest for further extension of the Church's social ministry." -- Foreword, p. 3.
Contents: Foreword / C.W. Vernon -- Social Service Activities in the Dioceses.
Contents organized by Ecclesiastical Province from east to west and then by diocese, from east to west.
Diocesan reports organized into sections: Diocesan Social Service Committee, Church Social Service Institutions, Chaplaincy Work in Hospitals and Institutions, Other Church Social Service Activities in the Diocese.
"The purpose of the Bulletin is to present to its readers various, and sometimes differing, view-points on social subjects. Its object is, therefore, information and not propaganda. The Editorial Board does not necessarily endorse all, or any, of the opinions expressed in its publications". -- p. 2.

"The purpose of the Council for Social Service is not to centralize all the Church's social work in an office at the Church House, Toronto, but to promote and develop this branch of the Church's ministry in every part of the Dominion, to serve as a clearinghouse of ideas, and to give each diocese the benefit of the experience of all the others. The Objects of Diocesan Councils for Social Service have been defined as follows: (a) To quicken the social conscience, develop the social consciousness and promote the social work of the Church within the diocese. (b) To form a connecting link between the diocese and the Council for Social Service of the Church of England in Canada, by making known the plans and needs of the C.S.S. throughout the diocese, and the views and needs of the diocese to the C.S.S. (c) To stimulate and co-ordinate the existing social service work of the Church within the diocese. (d) To develop and oversee new work wherever it may be deemed necessary. (e) To form the point of contact on social service matters between the Church of England within the diocese and (1) other religious Communions, and (2) other social service institutions and agencies, both governmental and voluntary (pp. 3-4)".
Social Service in the Dioceses of the Church of England in Canada divided into sub-sections: Social Work Within the Dioceses -- Ecclesiastical Province of Canada -- Ecclesiastical Province of Ontario -- Ecclesiastical Province of Rupert's Land -- Province of British Columbia -- What Each Can Give to the Common Stock -- Officers of Diocesan Councils or Committees for Social Service.
