That this House of Bishops respond to the request of Native leaders for the Churches to name a Day of Prayer to precede the final First Ministers' Conference to be held on March 26-27, by designating Sunday, March 22, as a Day of Prayer for Aboriginal Peoples:
And that we commend the document entitled "A New Covenant" prepared as a Pastoral Statement by leaders of the Christian Churches to be used as a focus for this Day of Prayer. CARRIED

Canon Light announced that the co-chairs of the House and Spouse Agenda Committee are Bishop Ralph Spence and Mrs. A.J. Finlay and that the committee had investigated possible meeting places. He said that the Governor General and Mr. John Ralston Saul had agreed to attend the meeting which is scheduled for April 26 - May 1, 2001. There was some discussion about whether or not planning for the House and Spouse meeting should continue. The general consensus was that it should.

At the meeting the spring of 1999 held in Quebec city the bishops' spouses developed a motion, (during one of their own sessions,) which they sent to the House of Bishops for discussion at a future meeting. Copies of that motion were distributed to the members of the House. It was agreed that the motion from the bishops' spouses could not be put to a vote at the meeting because it was not from a member of the House itself. Also there was no mover or seconder for the motion. It read:
"Be it resolved that
a) There be a fund (if there is no such fund in the spouse's diocese) established to assist clergy spouses to obtain counseling for personal and family matters.
(Note: this fund would be similar to an Employee Assistance Program where anonymity is an important factor. As spouses have set up partnerships at the last meeting, could one spouse inquire and assist another spouse in obtaining this support to protect his or her privacy.)
b) There be funds made available for additional meetings of spouses. (Option A: that spouses be invited to attend at least one House of Bishops meeting a year.
Option B: that all interested spouses be invited to attend a regional meeting of spouses at a central location once a year.)"
Bishop Ferris requested that staff at the national office investigate what the costs incurred would be to include spouses who are not currently included on an employee assistance plan.

Bishop Asbil informed the House of an invitation which has been extended by St. George's Church, St. Catharines, for the bishops and their spouses to meet in St. Catharines in June, 1992. It is hoped that the bishops and their wives would arrive in St. Catharines on Saturday, June 13th, and depart for Toronto on Thursday, June 18th to register for General Synod. The suggested venue is Brock University.
Bishop Asbil reviewed a suggested pattern for the meeting, noting two major areas of concern in Niagara Diocese are the use of agricultural land and pollution.
Remembering the major contribution which the bishops' wives made at the meetings of the House in Brandon and Corner Brook, it was unanimously agreed that wives should take an active part in the educational component of the meeting.

That this House of Bishops accepts with gratitude the sum of $10,000 from the Assessment Budget toward the costs of the spouses attending the national House of Bishops educational event in June, 1992. Additional costs to allow the spouses to attend this important event will be raised by members of the House.
We recognize the fact that this is an educational and training event for the spouses and the bishops together. For this reason we apply to have all costs for all bishops and their spouses to attend the training event in 1995. This means that the Administration and Finance Committee of the General Synod should be alerted to this immediately so that the budgetary considerations for the future may be met. CARRIED

There was some discussion about future meeting dates. A document listing the House of Bishops' meeting dates from the spring of 2004 to the spring of 2007 was distributed.
Archbishop Crawley shared his feeling that the spring meeting in 2004 might be an appropriate time to honour Archbishop Peers on the occasion of his retirement as Primate of the Anglican Church of Canada. He asked whether that meeting should include the bishops and their spouses. Archbishop Crawley reminded the bishops that the spring 2004 meeting would also be the time for nominations of primatial candidates.

Bishop Howe said that the Diocese of Huron would be celebrating its 200th anniversary in 2007. He served notice that the diocese would be extending an invitation to the House of Bishops to hold one of its meetings within the diocese during 2007.

The General Secretary reported that an invitation has been received from the Diocese of Western Newfoundland to hold the meeting of the House of Bishops prior to General Synod in Corner Brook. The bishops were pleased to accept the invitation.
Concern was expressed regarding the provision of funds to enable the wives of the bishops to be present at the meeting.
