Terms of Reference for Committees of the National Executive Council
1. Anglican Award of Merit Committee
A. Background
The Anglican Award of Merit originated as a recommendation to the National Executive Council from a committee appointed to develop proposals by which the Anglican Church of Canada might share in the observance of Canada's centenary. General Synod, in 1967 by resolution, authorized the establishing of such an award. No awards were made prior to 1986.
B. Authorization
I. In November 1986, the National Executive Council resolved as follows:
1. That there be established an Anglican Award of Merit in recognition of the Christian witness of lay people, not necessarily members of the Anglican Church of Canada;
2. That the General Secretary of General Synod be designated Warden and Registrar of the Award and Chairperson of a committee appointed by the National Executive Council to recommend annually to the Council potential recipients of the Award;
3. That the National Executive Council, on nomination of the Committee, determine the number of awards to be made annually;
4. That a suitable certificate, medal and lapel pin be given to each recipient.
II. In May 1994, the National Executive Council resolved that awards be granted at the last meeting of the Council before each General Synod; that a report be presented at General Synod; and that the Awards continue to be presented by the Primate in the recipient's home parish.
C. Terms of Reference (revised March 1995)
1. The Award shall be given to persons who:
(a) have made an outstanding contribution over several years to the life and work of the Church nationally and/or internationally, or
(b) have performed work nationally and/or internationally on a short-term basis that has made a significant impact on the life of the Church.
2. Nomination forms will be sent to members of the National Executive Council, Diocesan Bishops, Diocesan Executive Councils, Standing Committees and other National bodies of the Anglican Church of Canada.
3. Completed nomination forms, giving name and address of the nominee, relevant biographical information about the nominee and details of the contribution(s) by the nominee to the Church nationally and/or internationally, including dates, offices held, and noteworthy achievements, will be returned to the Registrar of the Award.
4. Nominations received prior to December 31st in the year before each General Synod will be considered by the Awards Committee during the first quarter of the following year, with recommendations to the National Executive Council being made at its meeting following.
5. The Award will be presented by the Primate at an appropriate time and place.
6. The expenses incurred by the Awards Committee shall be charged to the National Executive Council.
7. The Terms of Reference may be amended by the National Executive Council at its discretion.
Since the termination of Project North in 1987, further evaluation and consultation between the churches in Canada has led to a new coalition on aboriginal justice concerns. This is the result of discussion between the churches, network groups, and native organizations. It shifts the focus of the former Project North to include justice issues for native people all over Canada and is based upon the church leaders' recent statement: "A New Covenant".
