The Report of the Clergy Marriages Task Force was received and discussed. The policy of the Diocese of Calgary with respect to dysfunction and marital breakdown was found to be helpful in setting out a model of diocesan procedures and guidelines for the caring of clergy families. Some elements of it might be in conflict with human rights codes.
The bishops were informed that a Personnel Review Task Force has been established to study what services the national office is providing the dioceses since the retirement of the Reverend Richard Johns. A questionnaire is to go to all bishops as well as other networks of the church, and a recommendation will be made to NEC at some time in the future.

That this House asks the Primate to set up a Task Force to consider ways of enabling the implementation of the recommendations of the Clergy Marriage Report in the various dioceses across the country and report to a future meeting of the House. CARRIED

The Rt. Rev. J. Allan and the Rev. R. Johns reported on the Personnel Pilot Project. A paper was distributed entitled "Deployment of Clergy" after which Bishop Allan spoke.

"That guidelines be drawn up in relation to the courtesies that should be observed in obtaining clergy." CARRIED
Notes
It was agreed that these guidelines would be drawn up and brought back to the House for approval. It was further agreed that the Nominating Committee recommend to the House the membership of a Guidelines Committee.

The Reverend Richard Johns provided a list of possible procedures regarding notification of vacancies. Describing procedures currently in use, he said that information regarding vacancies is sent to incumbents who have been in a parish for no less than three years and assistants who have been in a parish for no less than two years, and who have indicated an interest in moving. Mr. Johns stated that factors such as geographic location and particular skills requested are taken into consideration, and every effort is made to find an individual who meets the criteria being sought. Both the individual and his/her bishop are informed that the person's name has been forwarded as a possible candidate for a position.
Mr. Johns outlined alternatives to the present practice as follows:
1. Notice of vacancy sent only to those who have been incumbent five years or assistant two years.
2. Notice of vacancy sent only to those who indicate they wish to receive them. (Based on questionnaire sent to all clergy.)
3. Notice of vacancy sent only to those who have been incumbent three years or assistant two years, and who have indicated they wish to receive them. (Based on questionnaire sent to clergy when they meet the criteria.)
4. Each Diocese establish policy when clergy should receive notices of vacancy.
5. Clergy not notified of vacancy unless Bishop receiving their names: (a) wishes to consider them seriously, and (b) has consulted with their present Bishop.

That this House of Bishops recommend the adoption of Option #5 of Dick Johns' report and that the number of years be changed to 5 years as Incumbent or Associate and 2 years as Assistant Curate and that the House replace the last sentence in Option 5 with identical Option #4 to read this way "names sent to Bishop after 5 years as Incumbent and 2 as Assistant and further, that each diocese establish the policy as to when clergy should receive notices of vacancy." CARRIED
