The Officers of the General Synod, prior to this meeting, had reviewed the Acts directed to the National Executive Council. Suggestions as to appropriate action are shown on Document #027-02-89-10.
The Acts were discussed by the National Executive Council, as follows:
Act 140 - Program Purpose and Goals for 1989-1995
No action was required.
Act 154 - Relations Between General Synod and Independent Mission Societies
Action to be taken by Partners-In-Mission and Program Committee and to be brought back to a future meeting of the National Executive Council
Act 37 - Confidentiality
Action to be taken by the House of Bishops and the Doctrine and Worship Committee. This will be discussed at the December 1989 meeting of Chancellors and Metropolitans
Act 38 - Compensation Policies and Practices
The Stipend Committee will be asked to gather responses, for placing before the National Executive Council
Act 88 - Funding Theological Education
Action to be taken by the Program, Ministry, and Stewardship and Financial Development Committees; then to be brought back to the National Executive Council

That this National Executive Council approve the referrals proposed by the Officers and the action, as discussed at this meeting, regarding the disposition of the acts of the General Synod referred to this Council. CARRIED #32-10-89
File consists of a pocket sized Book of Common Praise, being the Hymn Book of The Anglican Church of Canada, in English, with beaded sealskin cover. Taken from All Saints, Aklavik for preservation.
The author reflects on the reality that Anglicans are divided by the hymn and prayer books they use (and do not use). "Perhaps we could create a new prayer book structured like a hymnbook. It would contain all the prayers for the Communion service taken from all the approved sources .... And all these prayers would be numbered, just like the hymns in a hymnbook, to enable us to assemble them as we wish. What a treasure house. There would be something for everybody, as opposed to the present politicized system where the winner takes all". This "new book of worship for Holy Communion ... would be called the BAP (Book of Alternative Prayers). Its cover would be brown (a mixture of red and green) and it would be used by the whole community for the single Sunday morning service, starting at 10:15 a.m."
The author "is a Toronto architect and liturgical consultant".
2. That since the discussions in the Conferences showed the existence of much dissatisfaction with regard to certain hymns in the Book of Common Praise as being insufficient to express the spiritual aspirations of many worshippers, with an equally strong desire for the use of new hymns not included in that book - particularly in the children's section of it - the General Synod be urged to take the steps needed to meet this situation. CARRIED in both Houses.

"The synod of the diocese of the Arctic, meeting in Iqaluit, Nunavut from May 27 to June 3 [2008], passed a motion criticizing decisions by four dioceses of the Anglican Church of Canada that support blessing same-sex unions". "It also passed a motion expressing 'strong support .. for those in the Southern Cone dioceses, recognizing them as members of the Anglican Communion'." 'In an interview Bishop Atagotaaluk said the decision by the synods of the dioceses of Ottawa, Montreal, Niagara and Huron to ask their bishops to give clergy permission to bless homosexual marriages 'kind of let us down from trusting that we had a process that everybody can work with'. He added that since the 2007 General Synod defeated the motion affirming the authority of dioceses to offer same-sex blessings, 'there was no message saying that we could all go our own way'." "'We have serious housing issues -- we used to provide housing for clergy and they're all aging and needing to be replaced or renovated and there are no funds available for that kind of work', [Bishop Atagotaaluk] said". "During the synod a draft of the new English/Inuktitut hymnbook, 'Voices of Worship', was distributed to delegates and used for the duration of the meeting".

"The original Book of Common Praise was compiled in 1908. This revision has been carried out pursuant to a resolution moved by Magistrate James Edmund Jones, and seconded by the Rt. Rev. J.C. Farthing, Lord Bishop of Montreal, and carried unanimously at Montreal in September 1934. .... The average lifespan of a hymnal appears to be twenty-five years. Each generation, with its problems and outlook, must ever seek new ways of expressing its ideals and aspirations. .... This book contains 168 hymns, 22 Ancient Office Hymns, and 323 tunes, not found in the former book. 59 of such tunes occur more than once, making 382 new settings. ....
