That the Council of General Synod endorse the resolution of the House of Bishops urging Bishop Terry Buckle to withdraw his offer of episcopal oversight for 7 parishes seeking alternative episcopal oversight in the Diocese of New Westminster.
Friendly amendment
The mover and seconder agreed to replace the word "endorse" with "concur with" and to include the full text of the House of Bishops' motion. The amended motion now reads:
That this Council of General Synod concur with the resolution of the House of Bishops urging Bishop Terry Buckle to withdraw his offer of episcopal oversight for 7 parishes seeking alternative episcopal oversight in the Diocese of New Westminster, the text of which reads:
"That this House, while appreciating his desire to be helpful, and in light of the appointment of Bishop William Hockin to a special ministry in the Diocese of New Westminster, urges Bishop Terry Buckle to withdraw his offer of Episcopal oversight for the seven parishes seeking alternative Episcopal oversight in the Diocese of New Westminster. CARRIED #32-05-03

Bishop Ingham announced that Bishop Hockin had accepted his invitation to be the episcopal visitor in the Diocese of New Westminster for parishes who request one. Bishop Hockin will begin formally as episcopal visitor on November 1, 2003 for a year. As episcopal visitor, Bishop Hockin will have delegated pastoral authority and will have delegated pastoral authority and will:
- visit requesting parishes for preaching, teaching, and presiding at worship;
- be available to clergy and members of requesting parishes seeking pastoral care;
- participate actively in and advise the diocesan bishop on the recruitment, selection, and appointment of incumbents to requesting parishes;
- advise the diocesan bishop about ongoing needs and opportunities for reconciliation;
- work with the diocesan bishop and synod toward fully restored relationships and unity in mission; and
- attend Diocesan Synod with full privileges of the floor.
Bishop Hockin responded saying he hoped to be a sign of reconciliation and that he appreciated Bishop Ingham's confidence in him.

"This House welcomes the appointment by the Bishop of New Westminster of Bishop William Hockin as Episcopal Visitor in the diocese, with delegated pastoral authority in the Parish of St. Clement's Church. We welcome this as a model of respect for those who hold views at variance with the decision of the Synod of New Westminster while preserving the unity and integrity of the Diocese.
We urge all parishes call for alternative episcopal oversight to explore the possibility of finding their own best interests, and those of the wider church, addressed in Bishop Hockin's appointment, and encourage them to explore this possibility with him."

"That the motion be amended to end with '...and further, we ask the Diocese of New Westminster not to act unilaterally in the implementation of same gender blessings'."
(The last paragraph in the motion would then read as:
"...We urge all parishes calling for alternative episcopal oversight to explore the possibility of finding their own best interests, and those of the wider church, addressed in Bishop Hockin's appointment, and encourage them to explore this possibility with him, and further, we ask the Diocese of New Westminster not to act unilaterally in the implementation of same gender blessings.")
Discussion followed. The Primate ruled that the change proposed by Bishop Ferris and Bishop Anderson (to the motion by Archbishop Hutchison and Archbishop Morgan) was not an amendment but would be appropriate as a separate motion.

"The House of Bishops requests that Bishop Hockin return to be present at the fall of 2003 and the spring of 2004 meetings and that the expenses be covered by the national office."
Archbishop Finlay withdrew his amendment to the motion. Bishop Ferris gave notice that he would not be putting the amendment he had proposed to the House earlier in the meeting as a separate motion. (The primate had said the revision could not be accepted as an amendment, but that it could be put to the House as a separate motion if the mover and seconder wished to do so.)

Notes
Archbishop Peers made a few comments about the episcopate acknowledging that bishops can have varying perspectives on the same issue. He concluded by commenting that he was proud of the House of Bishops with respect to "the context of which we wrote and spoke" (during the previous session).
