Several matters were presented for information, including:
1. Investment Policy
Statements in the Canadian Churchman and the Toronto press were received. There was some criticism of the content and interpretation contained in these. The Primate reported that he was proposing to meet with those involved to clarify further statements.
2. Venezuela
The Committee made certain recommendations about funds to support the Bishop in Venezuela during 1972. These were deferred until consideration of the Program Committee report on Venezuela.
3. 17 Questions
The Committee referred 17 questions relating to basic issues in church life and stewardship suggested by the state of 1972 Apportionment acceptances.

That Canon IX, Part III be amended as follows:
1. That Section 23 (1)(j) (Handbook, p.117) reading - "Four members, not necessarily members of the Synod, appointed by the Budget Committee at its first meeting following a Session of the Synod" be amended by changing the first word "four" to "five".
2. That Section 23 (3) (Handbook, p.117) reading - "The Committee shall appoint its own chairman and secretary" be amended by adding, after the word "chairman", the words "vice-chairman".
3. That in Sub-Section (6) of Section 23 (Handbook, p.118) the word "Committees," (a misprint) be changed to "Committee".
4. That Sub-Section (7) of Section 23 (Handbook, p.188) be amended by adding the words "vice-chairman" following the word "chairman".
5. That Section 24(b) (Handbook, p.118) reading - "The securing from each department, board, council or committee of an estimate of its annual revenue and expenditure for the ensuing three years," be amended by deleting the words "three years" and substituting the word "year".
6. That Section 25(5) (Handbook, p.119) reading - "The Committee may call for any information deemed necessary for the proper fulfilment of its task," be amended to read "The Committee may call for any information concerning the Budget of a Board or Committee deemed necessary for the proper fulfilment of the Committee's task."
7. That Section 26, "The Executive Council" (Handbook, p.119) reading - "The Committee shall submit to the General Synod estimates for the ensuing three years, the Executive Council being authorized, however, to revise such estimates on the advice of the Committee, for the second and third years of the triennium, or for any subsequent years in which the Synod may not meet," be deleted, as this is covered by Section 30 passed in 1962 (Handbook, p.40 (H)).
8. That Section 28 (Handbook, p.119) be renumbered as 26 and amended to read - "26. The Treasurer of each Diocese shall remit quarterly as soon as possible after the last days of March, June, September and December and not later than the fifteenth day of the month following, all moneys received by him for or on account of the Apportionment of the said Diocese to the General Treasurer of General Synod."
9. That Sections 27, "Consultation and Deputations," 29 "Publicity," and 30 "Report" be added to Section 24 as Sub-Sections (f), (g), and (h) (Handbook, p.118). RESOLVED Message L-13.

and direct that funding be made available from assets with the expectation that they will be recovered in the fund raising aspects of the program.

APPENDIX H
COMMITTEE OF THE WHOLE -- Summary of Discussion on the Marigold Proposal
COMMENTS/CONCERNS
- Concern with timeline and consulting with dioceses by October 25
- Concern about the amount of money that's going to be collected -- how do we prevent its erosion ?
- Concern with apparent interchangeability of stewardship and fundraising
- Concern with donor fatigue
- Need to define and measure "a substantial buy-in"
- Concern with timeline, which suggests coming back to Council in November 2003, with no reference to reporting back to Council or Council measuring the pace
- Unrealistic -- people will get confused as to why we are raising money
- Need a clear, focused task -- until we get a settlement with government, people will get confused as to why we are raising money
- Confusion between money and stewardship
- Would like to have seen the report early so as to consult with diocese
- There is an ecclesiological vision in this about the discipling church, but doubts its clearly enough defined to get a "buy in" and unsure if it's the model that people would buy into
- Not knowing things, we can't weave those certain things into the case
- Appreciation that FMD thought, that for fundraising to be successful, it had to have a bigger picture -- but it seems the report has just gone too far
- Optimistic about the timeline
- Need to have fundraising for settlements and bigger things
- The need to get on with this is paramount
- If we had time we could send it back and have it "pared down" but, if we don't act now, we may have lost an opportunity
- Concern that General Synod is entering into areas best done at the diocesan and parish level
- Doesn't see any connection of consultation with Faith Worship and Ministry concerning the type of ministry
- Proposal did say that congregational development was best done at the parish level
- Agrees that feasibility study might be worthwhile
- Concerned about timeline
- Concerned with creating "us" and "them" mentality
- Some dioceses have just entered into fundraising campaigns of their own
- Seems to be an implication that the ACC has some effect on First Nations Peoples, but doesn't see consultation with them
- It may be possible to go ahead with parts of the proposal in anticipation of gathering some information and coming back to November
- Applauded the discipleship vision
- Sees what we are doing as visionary leadership of the church
- Need to add that FMD report to the Council in November, which would allow today's comments to be taken into account
- The Negotiating Team needs some kind of indication of the kind of figure we can table with the government
- The report will be used as a framework for the expert opinion
- We are not asking for a feasibility study, we are asking for an expert opinion
RESPONSES
- The report is predicated on the fact there is a settlement or Plan C
- Top fundraisers have been consulted. They say of you have the right cause there is no donor fatigue
- This vision is not cast in stone -- it can be changed as intentional listening comes on board
- We don't have much time; we must act now
- Expects to be reporting to council as we move along and updating the report as we go
- It has to come back to each meeting to keep Council informed
- Stewardship/fundraising -- In the consultations, stewardship was such an issue. If you don't have stewardship, you don't have fundraising. They are tightly integrated.
- The report is a starting point. It's a vision !
- Answers to questions like `Can we raise the money ?' will come out of the feasibility study, which will take a lot of time and be a lot of work
- Re "us / them" -- If we get the vision right, they will buy into it
- It was acknowledged that the proposal does not include an aboriginal component, but should Council approve the proposal, it will be built in
- The expert opinion is needed to determine if donors will give to settlements. The committee feels we have "one crack" at this. We can't do one fundraising for settlement and then another for restoration. The restoration for settlement must be built in with the larger issue or it won't fly
PRIMATE'S OBSERVATIONS
- One of his discoveries back in the 80's was that "the appetite comes in eating". You are motivated to give, then you learn more about giving
- He would like people to think about three powerful dynamics at work right now. They are not necessarily in conflict:
-- 1. The resolution of residential schools issue;
-- 2. The dynamics of this report specified partly in timeframe and partly in a clear will to address the problem in the church, and;
-- 3. The whole process of intentional listening,which is being set up in order to equip the Synod of 2004.
- We must see a clear picture that will connect these things within some kind of timeframe -- get a whole picture.

Friendly amendment
The mover and seconder agreed to add "in accordance with the proposal" to the first bullet point and to add an additional point "and to consult with the Planning and Agenda Team, FMD and the FWM committee to review and refine pages 1 to 13 of the proposal, mindful of the Intentional Listening Process."
The mover and seconder agreed to insert the words "in consultation with the Information Resources Committee" in the fourth bullet which now reads "to develop, in consultation with the Information Resources Committee, a means for adequate communications with dioceses, the House of Bishops, national committees and councils."
The mover and seconder agreed to amend the wording of the first bullet point "...the Marigold proposal."
Vote on the main motion which now reads:
- to develop specific action plans and timelines for national funding in accordance with the Marigold proposal

That the following section be inserted as section 11 instead of section 11 as at present:
"11. The Joint Investment Committee may receive for investment subject to the terms of this Canon (By-law) any trust or other funds vested in or held by any Department, Board, Council or Committee of the General Synod or vested in or held by any Provincial or Diocesan Synod in the Dominion of Canada or any Committee thereof, which trust or other funds when received shall form part of the Consolidated Trust Fund on such terms as the Joint Investment Committee shall decide, provided the acceptance of such funds is not inconsistent with the terms on which said funds are held nor with the laws of the Province applicable to said funds." That Section 12 be renumbered "13" and amended so as to read as follows:
"Should it be found necessary by the Missionary Society of the Church of England in Canada to borrow money for the purpose of its work, and for this purpose to pledge securities, the Joint Investment Committee, on receiving the written request of the Society requiring such loans, shall, out of the securities in the hands of the Joint Investment Committee which they received from such Society, if any such remain, or out of other securities in the hands of the Joint Investment Committee, set aside securities of such an amount, which, in the opinion of the Joint Investment Committee is sufficient to obtain said loan or loans and to transfer, assign and convey same to the lender as security for such loan or loans, upon the following terms and conditions:
(a) The capital of the said borrowing Society in the Consolidated Trust Fund shall be reduced by the amount at which said securities so set aside stand in the books of the Joint Investment Committee, and said Society shall be entitled only to its proportionate share of the income of said Consolidated Trust Fund after the value of said securities withdrawn is deducted from capital. CARRIED
