Bishop Lackey spoke to the printed report. The motion that authorized the Consultation was quoted. The purpose of the Consultation was quoted. The purpose of the Consultation was stated as:
To work towards a consensus about financial strategies which will fund diocesan and national ministry and mission through the next decade.
Mr. Ligertwood explained the financial implications. Bishop Bothwell referred to the "Issues Statement" from the Consultation. The Reverend Clarke Raymond presented the resolutions which arose from the Consultation, as follows:
(Please note: The numbering of these resolutions is not as presented at the Consultation, but complies with a motion re renumbering presented later in the meeting - moved by Ven. A.R. Reed, seconded by Mr. E.H. Fisher, and Carried.)
1. Stewardship and Mission Education
That the dioceses and the national Church commit themselves to major ongoing programs of stewardship and mission education, membership and financial development, emphasizing proportional giving, with tithing as a major objective, with adequate funding provided.
2. Funding of National Work
a) That the national work be funded by annual diocesan support.
b) That there be flexibility in how dioceses generate their support, with assistance from the national Church as requested.
c) That national appeals for specific or exceptional purposes, as approved by General Synod, with approval of diocesan Synods, be recognized as legitimate means of funding.
d) Recognizing the complexity of fund-raising in the Church, that the validity of the use of professional counsellors in parish, diocesan Synods, be recognized as legitimate means of funding.
e) Recognizing the likelihood that Apportionment income of the national Church may increase by at least 11% per year, that support for work presently funded by Anglican in Mission and the Program budget be integrated into funding through a common program of annual diocesan support.
3. "Fair Share" Formula
That the National Administration and Finance Committee be asked to develop a formula for diocesan "fair shares" to support national work.
4. Program Evaluation
That their be periodic and objective evaluation of national, diocesan and parochial programs and structures, using persons and resources not part of the programs and structures being evaluated.
5. Communication of National Programs
a) That a national Case be established on the basis of full consultation with dioceses in order to develop a sense of ownership.
b) That the national Church assist dioceses in appropriate presentations of a national Case.
c) That priority be given to communication of national programs to the parishes; and that national programs respond to the information needs of the parishes.

That the resolutions from the Primate's Consultation on Funding be commended and referred to the dioceses and to national staff and committees (Program, Administration and Finance, Stewardship/Financial Development, etc.) for consideration and implementation as appropriate; and that the National Executive Council receive a report from the dioceses and from staff and national committees as to progress in implementation of the resolutions by May 1987. (i) That suggested Diocesan Apportionments for 1988 and succeeding years be calculated using the `fair share' formula based on Total Parish Income less diocesan grants and appeals income.
(ii) That the Budget Sub-Committee of the Administration and Finance Committee develop annually the total amount required from the Diocesan Apportionments and the Suggested Diocesan Apportionments based on the approved formula; and then determine whether, based on best available information, any Suggested Diocesan Apportionments should vary from those based on the formula.
(iii) That Suggested Diocesan Apportionments which vary from the formula application be discussed by representatives of the Budget Sub-Committee of the Administration and Finance Committee with appropriate persons or committees in each of the dioceses concerned. CARRIED #54-11-86

That the National Executive Council receive the statement from the Funding Strategy Unit and that it be included in the Minutes. CARRIED
Notes
The Statement reads:
We are encouraged that the Consultation affirmed and endorsed the general direction and work of the Funding Strategy Unit and concur with its recommendations.
We recommend that high priority be given to increased financial support for the new thrust in Stewardship/Financial Development work.
We urge that in the commitment to evaluation, as expressed by the Consultation, immediate work should be done on the matter of diocesan fair share.

That this National Executive Council approve, for consideration by General Synod, a new budgeting process, beginning with the 1994 budget year, which would permit the Administration & Finance Committee to use the prior year's Diocesan support of the national budgets (the Apportionment & Assessments) as the base; to that base would be applied the percentage change in the combined budget spending ceiling in relation to the prior year, plus 3%, to arrive at the diocesan support for the combined budget; and that the "fair share" formula calculations continue to be made, for purposes of comparison.
Following discussion and, with the approval of the mover and seconder, it was agreed to change the word "approve" (in the first line) to "recommend".

Prologue
Archbishop Douglas Hambidge presented the report.
He pointed out that the wording on page two of the Statement "the budget is in crisis" related to the income portion of the budget, which was in crisis because dioceses had been unable to produce an 11% annual increase in the apportionment budget.
The committee recommended a complete freeze with respect to 1989 and 1990 budgets. Mr. Ligertwood responded to a question regarding "a complete freeze" and another regarding the wording "no more hiring of new staff", indicating it should read "new national staff". Several proposals were recommended in the report to evolve a long range strategy to bring budgets under control and into balance within a reasonable time.
Text
1. That current budgets (1989 and 1990) be scrutinized and specific items prioritized and, where possible, cut; that no programs, projects, grants or salary provisions be considered sacrosanct; and that the same exercise be applied to budgets of 1991 and following years.
2. That the 11/5 policy for Apportionment/Budget increases be reviewed by the National Executive Council, the Program Committee and the Administration & Finance Committee to see whether it needs drastic revision.
3. That the Budget Sub-Committee reassess the continued use of the "fair share" formula, in consultation with dioceses and the National Executive Council.
4. That an ad hoc meeting be convened by the Stewardship and Financial Development Committee, with representatives of the Administration & Finance Committee, the Program Committee, Council of the North, the House of Bishops and Executive Staff; its task should be to evolve a long range strategy to bring the national Program Budget under control and into balance within a reasonable time-frame; the representatives should consult with their committees, etc. to brief them and receive direction and advice; the sending bodies should fund the costs of their representatives; and the ad hoc group should report to the May 1990 meeting of the National Executive Council.
5. That the ad hoc meeting also discuss the items listed under "Other Proposals" above, and report any decisions to NEC in May 1990. CARRIED #07-10-89

In November 1990, NEC approved the following:
a) That General Synod 1992 be asked to approve the merging of the Apportionment and Assessment Budgets into one budget, beginning in 1994, and that the dioceses be given adequate notice of the implications of this proposal.
b) That National Executive Council recommend for consideration by General Synod a new budgeting process, beginning with the 1994 budget year, which would permit the A & F Committee to use the prior year's diocesan support of the national budgets as the base. To that base would be applied the percentage change in the combined budget spending ceiling in relation to the prior years, plus 3%, to arrive at the diocesan support for the combined budget; and that the "fair share" formula calculations continue to be made, for purposes of comparison.
c) That these two resolutions be sent to all dioceses, after approval by NEC, to enable diocesan finance and executive committees to discuss their implications for the dioceses, with a request that a report be sent to the Administration and Finance Committee prior to the March 1992 meetings, so that further refinement may be considered by NEC.

That resolution (a) above be affirmed and that resolution (b) be rescinded.
The mover and seconder agreed to change the date from 1994 to 1997, and to add the words "after appropriate amendments to the Constitution and Canon VI are approved at the 1995 General Synod"; and to add at the end of motion (a) the following words "and that, where requested, consultation be entered into with national committees and dioceses for discussion of the procedures proposed."
The motion, as revised, now reads:
That General Synod 1992 be asked to approve the merging of the Apportionment and Assessment Budgets into one budget, beginning in 1997, after appropriate amendments to the Constitution and Canon VI are approved at the 1995 General Synod;
that the dioceses be given adequate notice of the implications of this proposal;
that, where requested, consultation be entered into with national committees and dioceses for discussion of the procedures proposed; and
that resolution (b) regarding a new budgeting process (see page 40) be rescinded. CARRIED #45-03-92
