That this General Synod warmly welcome the Niagara Report of the Anglican-Lutheran Consultation on Episcope (1987) as an important contribution to the churches' understanding of apostolic ministry, commend the text to dioceses for study and response by December 31, 1991 and request the Inter-Church and Inter-Faith Relations Committee to prepare a study guide to assist in the process of reception. The author, a Lutheran pastor, was involved in Anglican-Lutheran ecumenical cooperation and parish ministry twenty-five years ago. He comments on the current state of Anglican-Lutheran relations and points to the "Evangelical Declaration" adopted by the Evangelical Lutheran Church in Canada in July 1997 which said that "we commit ourselves, as church to share our gifts with the whole people of God beyond our specific denominational and national context".

"The Niagara Report represents a breakthrough in Anglican-Lutheran relations from the stalemate into which they had fallen. But only by going through the process outlined by the report would two autonomous churches be able to reach the point of adopting the Niagara's proposals. .... The Meissen Declaration (1988) and the Concordat (1991) confirmed that the time is now ripe for a new stage in Anglican-Lutheran relations. The Porvoo Declaration (1993) involving no less than twelve Anglican and Lutheran Church in the British Isles, Ireland, and the Nordic and Baltic States, explicitly involved the use of the Niagara method.
