That the Council of General Synod appoint The Venerable Dr. Michael Thompson to the position of General Secretary.

That the Council of General Synod appoint The Venerable Dr. Michael Thompson to the position of General Secretary.
The Prolocutor, Ms. Cynthia Haines-Turner, reported the results of the four email ballots conducted since the November 2016 meeting.

That this Council of General Synod
- 1. Affirm the intention to focus the 2017 annual campaign, “Giving with Grace” on renewing the capital of the Anglican Fund for Healing and Reconciliation, and
- 2. Approve the transfer of up to $507,000 from Contingency Reserve to operating funds, if required, to replace funds not received from Giving with Grace in 2017.”
The Primate updated Council on the search for a new General Secretary. Council was reminded of the process outlined in the Constitution of General Synod, the Search Committee’s membership, and the process the committee undertook. The Most Rev. Linda Nicholls presented the Ven. Alan T. Perry as the nominated candidate and offered details on his background and ministry in the church. Archdeacon Perry is currently the Executive Archdeacon in the Diocese of Edmonton, a position he has held for eight years, and a member of the General Synod Pension Committee. Previously, he has served as a priest in parish ministry in the Diocese of Montreal, and has extensive experience with General Synod and the Provincial Synod of the Ecclesiastical Province of Canada, as well as a passion for justice ministry and ecumenical relationships.
Archbishop Nicholls put before Council a motion to ratify Archdeacon Perry as the new General Secretary

That the Council of General Synod appoints the Ven. Alan Perry as General Secretary for the Anglican Church of Canada as of September 1, 2020 as nominated by the Primate and assisted by the Search Committee.

During the vote it was originally noted that there was one vote opposed to the appointment. In seeking clarity about the vote, Archbishop Nicholls confirmed that there were no votes opposed. All those voting were in favour of the resolution.
Archbishop Nicholls thanked the Search Committee for their work under what had been very challenging and difficult circumstances, and noted that Church House staff will spend time considering how to orient the new General Secretary the best they can.
"Percy Coffin, bishop of the diocese of Western Newfoundland, will be installed as metropolitan of the ecclesiastical province of Canada on Sept. 18 [2014]. He succeeds Archbishop Claude Miller. Coffin was elected on the second ballot in an electronic vote by provincial synod members at the end of May [2014]. With his characteristic self-deprecating humour, he told the 'Anglican Journal' that his initial reaction was 'fear and trembling', but then he said more seriously that it was exciting to see how the election was unfolding. 'I'm a fair believer in calling, and when you have that conviction, there's a strength that comes with it in the belief that you are sustained in this by God and also by the people you work with'." "The planning committee is considering options for how votes will be taken at the meeting of General Synod in July [2019], Dean Peter Wall of the diocese of Niagara told CoGS. Wall, who is chair of the committee, reported that they were not yet ready to make a recommendation on how the vote would take place, including whether and how electronic voting would be used, but that it would be doing so at the next meeting of CoGS in March [2019]". That the Council of General Synod confirms its adoption by e-mail voting of the following motion:
“That this Council of General Synod authorizes the Primate and the Acting General Secretary or the General Secretary to do all things necessary to give effect to the Agreement in Principle entered into on November 20, 2005 between Canada, as represented by the Hon. Frank Iacobucci, Plaintiffs, as represented by the National Consortium, Merchant Law Group and other legal counsel, The Assembly of First Nations, The General Synod of The Anglican Church of Canada, The Presbyterian Church in Canada, The United Church of Canada and Roman Catholic Entities, and without restricting the generality of the foregoing, authorizes the Primate and the Acting General Secretary or the General Secretary to:
(a) execute all documents necessary to amend the Settlement Agreement entered into on March 11, 2003 between the Government of Canada, The General Synod of The Anglican Church of Canada, The Missionary Society of The Anglican Church of Canada, and The Anglican Church of Canada Resolution Corporation, in accordance with section 8.1 of that Settlement Agreement, so as to incorporate provisions no less favourable than those in any settlement agreement concluded by the Government of Canada with any denomination or church entity other than the Anglican Entities with respect to IRS Abuse Claims arising from Indian Residential Schools, and
(b) instruct legal counsel for the purpose of giving the consent of the Council of General Synod to the certification of any class actions and to the making of any settlement orders required to give effect to any final settlement agreement between the parties to the Agreement in Principle of November 20, 2005.” CARRIED #02-05-06
The re-written resolution on electronic voting was presented.

That when votes are required between in-person meetings of the Council of General Synod, these shall be done by email. The request for such a vote shall:
- 1) Indicate in the subject line that it is a request from COGS for an email vote, and
- 2) Specify a deadline by which the email vote must be received by the General Secretary.
The outcome of the vote shall be determined by a majority of the votes received by the deadline (provided that votes have been received from a majority of the members of COGS and all Orders are represented as required by Section 35 a) of the Constitution).
All members of COGS are expected to vote.
A member of COGS who does not have email may be notified by mail that the vote will occur and may vote by mail.
Concerns raised by Bishop Donald Harvey about the electronic voting system used to elect the Metropolitan of the Ecclesiastical Province of Canada in May 2002 have led to a decision not to use the system in the future. "Bishop Harvey stressed that he had nothing against technology, but that the electronic vote had detracted from the value of the council coming together to elect an archbishop and from a sense that the vote was truly democratic and secret. `Errors may not have taken place', he said, `but errors could have taken place. What we did worked but it was a special situation and now we have the time to change our (canons) to make it unnecessary'."
