That the present Canon on Degrees in Divinity be designated as Part II of Canon XXIV and that a new Part I be enacted.
Text
That the proposal be amended to read as follows: "To repeal Canon XXIV `Degrees in Divinity' (Handbook, p.142) and to enact in its place the proposed Part I (with the deletion of the words `Part I') as the Canon on Theological Education (see p.106)." CARRIED in both Houses.
The proposed Canon was then considered Section by Section.

Message No.13, re Divinity Degrees was received from the Upper House.

Resolved, That Message No.13 from the Upper House on Divinity Degrees be concurred in.
Notes
No. 13 Divinity Degrees
Moved by the Bishop of Huron, seconded by the Bishop of Columbia,
1. That Canon X, Section III, Paragraph 3, be amended to read as follows:
"All candidates for the B.D. Degree, shall be required to pass the examination in Hebrew in the preliminary examination, or else present certificates of having taken and passed in a university course at least equivalent to this examination; provided that candidates who desire to present themselves without Hebrew may take as an alternative in the preliminary examination an adequate amount of Septuagint Greek, or present equivalent University certificates for the same."
2. And that those paragraphs of Section VI in Canon X, which refer to the Primate's power to confer Divinity Degrees, be deleted. Viz. Sec.6, Sub-section C, together with Paragraph "The Primate may" to "thereof," Page 570, Journal, 1921.
That while concurring in the principles involved in the Message No.13, re Divinity Degrees, from the Upper House, the Lower House does not concur in the motion to amend the Canon inasmuch as no notice of the motion has been given in accordance with the Constitution, and therefore recommends that the said Amendment shall stand as unfinished business and be dealt with at the next Session.
That the Prolocutor of the Lower House and such of the Assessors as may be present be requested to attend in the Upper House upon the subject of Message 13.
That the Lower House concurs in Message No.13 from the Upper House, re "Divinity Degrees."

TORONTO, Nov. 6, 2003
Archdeacon Jim Boyles, General Secretary of General Synod, and Arctic diocesan Bishop Andrew Atagotaaluk were honored with honorary degrees at the 137th convocation of St. John's College in Winnipeg last weekend.
Archdeacon Boyles received an honorary Doctorate of Canon Law, while Bishop Atagotaaluk received an honorary Doctorate of Divinity.
The degrees were conferred by Anglican Bishop Donald Phillips of the diocese of Rupert's Land. Bishop Phillips is Chancellor of St. John's College, a residential college on the campus of the University of Manitoba, which specializes in continuing education and preparations for ministry.

Message U-20 Re: "Board of Examiners for Degrees in Divinity"
"That the Upper House approves of the Report in the Convening Circular, together with the Resolutions in the supplementary Report on pages 2 and 3, with the following amendment, 'that Resolution A, Section 3, of the Report of the Committee on Degrees in Divinity be amended to include five Bishops, five Clerical members of the Lower House other than representatives of the Colleges, and five lay members of the Lower House'." (For supplementary Report, see p. 300.)
Message U 21: Re: Message of thanks
"That a message of grateful thanks be sent to the Vice-Chancellor, the Rev. C.R. Feilding, S.T.D., the Secretary, the Rev. J.A. Coombs, and all members of the Board of Examiners for Divinity Degrees for the guidance and help given to the Church in Canada through the year".

Message U-20 - Board of Examiners for Divinity Degrees
That the Upper House approves of the Report of the Board of Examiners for Divinity Degrees, together with the resolutions in the supplementary report, with the following amendment: "That Resolution A, Section 3, of the supplementary report of the Board of Examiners for Divinity Degrees be amended to include five Bishops, five clerical members of the Lower House other than representatives of the Colleges, and five lay members of the Lower House. (For report of the Board, with supplementary report, see pp. 67, 298, 300.)
Message L-72:
The Lower House concurs in Message U-20 of the Upper House and resolves that Resolution A of the supplementary report in its three parts be referred to the Committee on Constitution and Canons for study and presentation to the next session of General Synod; and that, as Resolution B deals with a correction in terminology only it be received forthwith and the appropriate action taken. That, in view of the proposed termination of the awarding of the Diploma of Scholar in Theology by the General Synod Board of Examiners for Divinity Degrees, and in view of the increased numbers of women offering themselves for fulltime service in the Church, and in view of the necessity of securing adequate staff for the training of such women at the Anglican Women's Training College, and for the providing of accommodation for such training, the General Synod authorizes the Primate to appoint a Study Commission to the whole area of the training of women for fulltime work both at home and overseas, and to make recommendations to those in charge of this important work.
CARRIED in both Houses.
