That in regard to women presently ordained as deaconesses in the Anglican Church of Canada, the Primate be asked to initiate any steps which may be necessary to ensure that those who are so ordered may belong to the diaconate. CARRIED in both Houses.
This is in substitution for Resolution 2, page 264, which was withdrawn by the mover and seconder.
Whereas there is need for clarification of the positions of deacons and deaconesses in the Anglican Church of Canada, be it resolved:
that the Primate be requested to initiate a study of all aspects of the diaconate, including requirements for ordination, the character of the office, the duties, the status and the permanency, with the effect which various uses of the diaconate would have on the Service of the Ordering of
Deacons and of Deaconesses, and to report to the next General Synod. CARRIED in both Houses.
To strike out the words "Lay Retirement Fund" in Section 4(b) of Canon XXV (Handbook, p.126), and substitute the words "Women Workers' Retirement Fund." CARRIED in both Houses.
That Canon XXV, section 2 "Qualifications" read as follows:
2. QUALIFICATIONS
(1) No woman shall be set apart for the work of a Deaconess:
(a) unless she be twenty-five years of age, provided that the Bishop for special reason may admit a candidate at an earlier age; in no case less than twenty-three years.
(b) unless she is a communicant in good standing in the Church.
(c) unless she produces to the Bishop testimonials signed by two priests of the Church and by three lay communicants, of whom one shall be a man and two women, that she possesses such characteristics as, in the judgement of the persons testifying, fit her for some of the branches of duty defined in section three.
(2) The Bishop shall satisfy himself, by examination or otherwise, that the applicant has had adequate training at a recognized training school followed by a least one year of practical experience. CARRIED in both Houses.

That Canon XXV, Section 3 "Duties" read as follows:
3. DUTIES
(1) It belongs to the office of the Deaconess, in the place where she is licensed to serve, to exercise a pastoral care over women, young people, and children, to visit the sick and the whole, to perform other social service functions, to instruct the people in the Faith and to assist in their preparation for Baptism and Confirmation.
(2) The Bishop may permit a Deaconess in any congregation within his jurisdiction at the request of the parish priest:
(a) to read the services of Morning and Evening Prayer and the Litany, except those portions reserved for the priest;
(b) to instruct and to preach;
(c) in the absence of a priest or deacon, to officiate at Public Baptism, at Thanksgiving after Childbirth and at the Burial of the Dead.

That Section 3 (2) be revised to read as follows:
(2) The Bishop may permit a Deaconess in any congregation within his jurisdiction:
(a) at the request of the Parish Priest, to read the services of Morning and Evening Prayer and the Litany, except those portions reserved for the priest;
(b) to instruct and to preach;
(c) in the absence of a priest or deacon, to officiate at Public Baptism, at Thanksgiving after Childbirth and at the Burial of the Dead.
The amendment was put to vote and CARRIED in both Houses. The motion as amended was put and CARRIED in both Houses.
That Canon XXV, Section 4, subsections (1) and (2) read as follows:
4. (1) No Deaconess shall accept work in a Diocese without the written authority or license of the Bishop of that Diocese; nor shall she undertake parish work except at the request of the Incumbent of the parish or mission.
(2) Before issuing a written authority or license for such Deaconess to work within his Diocese, the Bishop of such Diocese shall see that provision is made for a pension for such Deaconess on a contributory basis requiring the Society or Parish employing such Deaconess to remit such contributions to the Women Workers Retirement Fund of the General Synod, or other comparable pension or retirement fund, during the period of her service. CARRIED in both Houses.
5. When not under the jurisdiction of a parish priest, the Deaconess shall be under the direct oversight of the Bishop of the Diocese in which she is canonically resident. CARRIED in both Houses.
The Transfer of a Deaconess from one Diocese to another shall be by letter from the Bishop.
A Deaconess may voluntarily relinquish the exercise of her office as a Deaconess in the Church, by resignation to the Ecclesiastical Authority of the Diocese in which she is a canonical resident; she shall not be suspended or removed from office, except by the Bishop, for cause. That Canon XXV, Section 1, subsections (1), (2) and (3) read as follows:
(1) Women of devout character and approved fitness may be set apart by the Bishop of any Diocese for the work of a Deaconess, according to such forms as shall be authorized by the House of Bishops, and no woman shall be recognized as a Deaconess until she has been so set apart. The office of the Deaconess shall be recognized as a ministry to which women may be called which involves dedication to life-long service.
(2) A Deaconess, duly set apart in another branch of the Anglican Communion, may be recognized and licensed by any Bishop in Canada.
(3) Before the service for the ordering of Deaconesses the candidate shall be required to take suitable oaths of subscription which will express her willingness to obey her Ordinary and the Canons of the Diocese to which she is licensed. CARRIED in both Houses.
